Biden: USA is Still the Greatest

Remarks by Vice-President Joseph Biden at the John F. Kennedy Forum at Harvard’s Kennedy School, Boston Massachusetts, October 23 2014.

. . .  Folks, “all’s changed, changed utterly.  A terrible beauty has been born.”  Those are the words written by an Irish poet William Butler Yeats about the Easter Rising in 1916 in Ireland.  They were meant to describe the status of the circumstance in Ireland at that time.  But I would argue that in recent years, they better describe the world as we see it today because all has changed.  The world has changed.

There’s been an incredible diffusion of power within states and among states that has led to greater instability.  Emerging economies like India and China have grown stronger, and they seek a great force in the global order and global affairs.

Other powers like Russia are using new asymmetrical forms of coercion to seek advantage like corruption and “little green men,” foreign agents, soldiers with a mission but no official uniform.  New barriers and practices are challenging the principles of an open, fair, economic competition.  And in a globalized world, threats as diverse as terrorism and pandemic disease cross borders at blinding speeds.  The sheer rapidity and magnitude, the interconnectedness of the major global challenges demand a response -- a different response, a global response involving more players, more diverse players than ever before.

This has all led to a number of immediate crises that demand our attention from ISIL to Ebola to Ukraine -- just to name a few that are on our front door -- as someone said to me earlier this week, the wolves closest to the door.

Each one in its own way is symptomatic of the fundamental changes that are taking place in the world.  These changes have also led to larger challenges.  The international order that we painstakingly built after World War II and defended over the past several decades is literally fraying at the seams right now.

The project of this administration, our administration at this moment in the 21st century, the project that President Obama spoke about last week at the United Nations is to update that order, to deal with these new realities, but also accommodate and continue to reflect our enduring interests and our enduring values.

And we’re doing this in a number of ways.  First, by strengthening our core alliances; second, building relationships with emerging powers; third, defending and extending the international rules of the road that are most vital; and fourthly, confronting the causes of violent extremism.  But all of this rests on building a strong, vibrant economy here at home to be able to underpin our ability to do anything abroad.

So tonight I want to talk to you about our efforts and provide, as best I can, an honest accounting of what it’s going to take for America to succeed in the beginning of the 21st century.

The first thing we have to do is to further strengthen our alliances.  Many of the challenges we face today require a collective response.  That's why we start from a foundation of the strong alliance we’ve had historically in Europe and in Asia, a feature of American strength unmatched by any other nation in history and built on a sacred commitment to defend one another, but also built on shared political and economic values.

One of the cornerstones of our foreign policy is the vision we share with our NATO allies of a Europe whole and free, where every nation can choose the path it wishes with no interference.  But that vision has been recently challenged.  We’ve seen aggression on Europe’s frontier.  And that's why we’ve moved to mobilize our NATO allies to step up and provide significant security assistance to Ukraine.

Each of the 28 NATO allies has now committed to providing security assistance to Ukraine, including over $115 million from the United States.  And as we respond to the crisis in Ukraine, we are determined that NATO itself emerge stronger from the crisis thrust on us by Russia.  With our allies, we are increasing deployments on land, sea and in the skies over Central and Eastern Europe.

And at the most recent NATO Summit in Wales, the Alliance agreed to create a Rapid Response Force to make sure that NATO is ready and can respond to any contingency.  And we’re increasing exercises and capacity building with non-NATO nations, countries in European -- on Europe’s eastern frontier to ensure that they too can exercise their right to choose their own future, and that NATO’s door remains open.

But beyond mutual defense, we’re working closely with Europe on everything from trade to counterterrorism to climate change.  But we have to be honest about this and look it squarely in the eye, the transatlantic relationship does not sustain itself by itself.  It cannot be sustained by America alone.  It requires investment and sacrifice on both sides of the Atlantic, and that means ensuring that every NATO country meets its commitment to devote 2 percent of its GDP to defense; establishing once and for all a European energy strategy so that Russia can no longer use its natural resources to hold its neighbors hostage.  Reaching a final agreement on the so-called Transatlantic Trade and Investment Partnership, the new mechanism to try to strengthen the economic engines to sustain our mutual efforts in Europe and at home.

To the East, for six decades, America’s alliances in Asia have made possible the security and stability that has flowed from -- that has allowed the economic miracle.  When I met not long ago and I met many, many hours with President Xi -- I probably had dinner alone with him over 22, 23 hours over two five-day periods, talking about -- I mentioned that America -- I made clear that America is a Pacific power and we will remain a Pacific power.  And us in the area is the reason for the existence of a stability in Asia for the past 50 years.  That’s why it’s essential that we modernize our Pacific alliances, updating our posture and expanding our partnerships to meet the new challenges we face.

America today has more peacetime military engagements in the Asia Pacific than ever before.  By 2020, 60 percent of our naval assets and 60 percent of our air power will be stationed in the Pacific.  We’re supporting Japan’s efforts to interpret its constitution to allow it to play a larger security role.  We’ve signed enhanced defense cooperation agreements with the Philippines.  We’re strengthening our missile defense capabilities in the region to deter and defend against North Korea.  And three years ago, we had no forces in Australia; today, we have more than a thousand Marines rotationally deployed in Darwin.  And we have a growing partnership with Vietnam, in no small part -- by the way -- to the work of Tommy Vallely and his colleagues actively engaged in regional organizations like ASEAN.

We have an historic opportunity as well to build a new relationship with Burma if we get lucky.  But our Asian allies also have tough choices to make.  We cannot do this on our own.  It will relate to their willingness to work closely and more closely with one another.  As the President and I have done in meetings with the leaders of Japan and South Korea, we’re going to continue to promote trilateral cooperation among our allies and partners in the Pacific to make the most of those ties that will benefit the entire region if we succeed.

In the Middle East, our alliances are also crucial.  We will never waver from our steadfast support for Israel, and we’re working alongside a coalition of Arab partners and countries from around the world to confront ISIL.

So even as we strengthen our traditional alliances, we’re building wider coalitions to bolster the world’s ability to respond to these emerging crises.

Take Ebola.  A horrific disease that is now a genuine global health emergency.  Our Centers for Disease Control, USAID and our military have taken charge of that world epidemic.  We are organizing the international response to this largest epidemic in history.  The President rallied the world at the United Nations last week, mobilizing countries from all around the world to act, and to act quickly.  We’re deploying over 3,000 American soldiers to West Africa to support regional civilian responses and advance the effort in fighting the disease of Ebola.

The second thing we have to do besides strengthening our alliances and cooperation, we have to effectively manage our relationships with emerging powers of the 21st century.  And that means putting in the effort to realize the potential of America’s friendship with emerging democratic partners like Brazil and President Dilma, President Peňa Nieto in Mexico, Prime Minister Modi in India, who just made a historic visit to the United States this week.

Each of these relationships has a significant potential to genuinely, genuinely promote shared interest and shared ideals.  But each one has to overcome domestic politics, bureaucratic inertia, and a significant legacy of mistrust over the last century.  But there is great potential here, but there is no guarantees.  There is no substitute for direct engagement and an unstinting effort to bridge the gap between where we are today and where we can and should be tomorrow.

The world in which emerging powers and responsible stakeholders promoting common security and prosperity has yet to arrive, but it’s within our grasp to see that happen.  That’s why we’ve embraced the G20 as a model for economic cooperation.  That’s why it’s also important that we fully support international institutions like the IMF, fund them and reform and modernize them to better serve all nations.

But managing our relationship with China is the single most essential part of the strategy at which we must succeed.  Even as we acknowledge that we will often be in competition, we seek deeper cooperation with China, not conflict.

Nowhere is it written that there must be conflict between the United States and China.  There are no obvious, obvious impediments to building that relationship.  And we’re committed to building up that partnership where we can, but to push back where we must.  The President plans to visit China this fall as part of his second trip to Asia this year.  This is the kind of engagement that is necessary for us to come together and do consequential things.

At Sunnylands, when he met with President Xi last, they reached an historic agreement on the super pollutant known as HFCs, hydrofluorocarbons.  And our hope is that this year we can continue to expand our cooperation with China on climate and environment, but also be very direct about our differences.  That’s why in a five-hour meeting I had with President Xi this past December -- after they had several days earlier announced unilaterally an air defense identification zone, contrary to international law -- I sat with President Xi and I told him bluntly, Mr. President, understand one thing.  We do not recognize it, we do not honor it, and we’re flying a B-52 through it.  Understand. (Laughter.)  No, I’m serious.  I’m not asking you to do anything.  I’m not asking you to renege.  Just understand -- we will pay no attention whatsoever to it.  It’s important.  It’s important that in emerging relationships there be absolute, frank, direct discussions.

That’s why we’ve made clear as well that freedom of navigation must be maintained in the South China Sea.  But that’s also why President Obama has been direct in public and private with China’s leaders on cyber theft.  And as the world watches Hong Kong’s young people take to the streets peacefully to demand respect for their own rights, we’ll also never stop standing up for the principles we believe in that are universal -- democratic freedoms and human rights.

President Xi asked me, why do we focus on human rights so much?  I’m serious.  And I gave him a direct answer -- which is almost unique to the United States; it doesn’t make us better or worse, but unique to the United States.  I said, Mr. President, even if a President of the United States did not want to raise human rights abuses with you to have a better relationship on the surface, it would be impossible for him or her to do that -- for the vast majority of the American people came here to seek human rights and freedom.  It is stamped into our DNA.  It is impossible for us to remain silent.  Again, he took it on board -- and it’s important to understand why we do it.  It is not a political tool.  It is who we are.

To build these robust relationships with emerging powers, we also have to demonstrate staying power -- which is hard and costly -- in places that will do the most to shape the world that our grandchildren are going to inherit.  That’s why our rebalance to the Asia-Pacific region depends in no small part on completing a trade initiative known as the Trans-Pacific Partnership.  And that’s the whole Pacific -- from Peru all the way to Japan.

It’s a partnership that will stitch together the economies of 12 Pacific nations, stretching from South America to Asia, united behind rising standards regarding labor, the environment, and fair completion.  Once completed, these trade agreements we are negotiating across the Atlantic and the Pacific will encompass nearly two-thirds of the global trade in the world, and can shape the character of the entire economic global economy.

The Trans-Pacific Partnership also has a profound strategic -- not just economic -- strategic element to it.  Because deeper economic ties cement our partnerships but, most of all, help small nations resist the blackmail and coercion of larger powers using new asymmetric weapons to try to achieve their ends in other countries.

And this brings me to the Western Hemisphere, a vital part of the Pacific equation, but where there’s another great opportunity.  The President asked me to oversee our hemispheric relations.  And for the first time in history, you can truly envision a Western Hemisphere that is secure, democratic and middle class, from northern Canada to southern Chile, and everywhere in between.  But we have to overcome centuries of distrust.  We can no longer look at the region in terms of what we can do for it.  The question is what can we do together in this hemisphere.  And the possibilities are endless.

On energy, North America is literally -- not figuratively -- the epicenter of energy in the world today.  There are more rigs, gas and oil rigs in the United States pumping today than every other nation in the world combined.  Combined.  North America will account -- meaning Mexico, China and Canada -- for two-thirds of the growth of global energy supply over the next 20 years.  By 2018, the United States will be a net exporter of natural gas, and most projections show North America will be totally energy independent by 2020, and the United States shortly thereafter.

Look at the hemisphere in terms of trade.  Forty percent of all our exports stay in this hemisphere -- 40 percent.  We have $1.3 trillion in trade in a yearly basis just in North America, including $1.3 billion per day with Mexico alone.

On security, we partnered with Colombia and Mexico and others to combat the scourge of drug trafficking.  We’re helping Central American countries address the root causes of poverty and violence and migration.

But to realize the potential of our partnerships in the region, we have to be present, we have to build that trust -- which is why I’ve made five trips to Latin America just in the last -- and to South America as well -- just in the last 18 months.

It’s why we have to pass immigration reform here in the United States.  It’s one thing to say we respect the rest of the Americas, the majority of which are Hispanic.  But it’s another thing to say I respect them and yet not respect the immigrant population that’s the Hispanic community of the United States.  It does not connect.

The single most significant thing we can do to fundamentally change the relationship in terms of trust and commitment is to pass immigration reform.  Those of you who travel to or are from Central and South America know of what I speak.  Because respecting immigrants from the Americas is part of how we show that we really have changed our view, that South and Central America is no longer our back yard; it is our front yard.  It is our partner.  The relationship is changing.  And when it changes fully the benefits for us are astounding.

The third thing we need to do -- and are doing -- is to defend and extend the international rules of the road and deal with asymmetrical threats that are emerging.  The international system today is under strain from actors pushing and sometimes pushing past the limits of longstanding important international norms like nonproliferation and territorial integrity.  That's why we insisted that Syria remove its chemical weapons stockpile and the means to manufacture them.  So we assembled under great criticism a coalition with Russia and others to remove Syria’s chemical stockpile.  That's why have made it clear to Iran that we will not allow them to acquire a nuclear weapon.  So we’ve put together the single most effective, international sanctions in history to isolate Iran, and to push them back to the negotiating table.

Elsewhere, actors are subverting the fundamental principle of territorial integrity through the use of new asymmetric tactics, the use of proxies to quietly test the limits and probe the weaknesses across boundaries and borders on land and sea; the use of corruption as a foreign policy tool, unlike any time in modern history, to manipulate outcomes in other countries in order undermine the integrity of their governmental institutions.  That's exactly what’s happening in Ukraine today.

Putin -- President Putin was determined to deny Ukraine and the Ukrainian people the power to make their choices about the future -- whether to look east or west or both.  Under the pretext of protecting Russian-speaking populations, he not only encouraged and supported separatists in Ukraine, but he armed them.  He sent in Russian personnel out of uniform to take on the Ukrainian military, those little, green men.

    And when that wasn’t enough, he had the audacity to send Russian troops and tanks and sophisticated, air-defense systems across the border.  But we rallied the world to check his ambitions and defend Ukrainian sovereignty.  We didn't put boots on the ground.

Putin sought to prevent a free and open election.  We rallied the world to help Ukraine hold quite possibly the freest election in its history.  Putin sought to destabilize Ukraine’s economy.  We provided a billion dollars directly from the United States and worked with the IMF on a $27 billion international rescue package to keep them from going under.

Putin sought to keep Ukraine weak through corruption.  We’re helping those leaders fight back corruption, which by the way is an issue that demands our leadership around the world, by helping them write new laws, set up a new judiciary and much more.  Putin sought to hollow out Ukraine’s military the last 10 years, and he was very successful.  But we rallied NATO and NATO countries to begin to build that military capability back up.  Putin sought to keep secret Russian support for separatists who shot down a civilian airliner.  We exposed it to the world, and in turn rallied the world.  And remember this all began because Putin sought to block Ukraine’s accession agreement with the European Union.  Well, guess what:  That agreement was signed and ratified several weeks ago.

Throughout we’ve given Putin a simple choice:  Respect Ukraine’s sovereignty or face increasing consequences.  That has allowed us to rally the world’s major developed countries to impose real cost on Russia.

It is true they did not want to do that.  But again, it was America’s leadership and the President of the United States insisting, oft times almost having to embarrass Europe to stand up and take economic hits to impose costs.  And the results have been massive capital flight from Russia, a virtual freeze on foreign direct investment, a ruble at an all-time low against the dollar, and the Russian economy teetering on the brink of recession.

We don't want Russia to collapse.  We want Russia to succeed.  But Putin has to make a choice.  These asymmetrical advances on another country cannot be tolerated.  The international system will collapse if they are.

And to state the obvious, it’s not over yet.  And there are no guarantees of success.  But unlike -- the Ukrainian people have stood up.  And we are helping them, leading and acting strategically.

The fourth element of our strategy is countering violent extremism.  As you know, we’ve engaged in a relentless campaign against terrorists in Afghanistan, in the so-called FATA, in Pakistan, Somalia and elsewhere.  This campaign against violent extremism predates our administration, and it will outlive our administration.  But we’ve made real progress against al Qaeda’s core and its affiliates since 9/11.  But this threat of violent extremism is something we’re going to have to contend with for a long time.

Today, we’re confronting the latest iteration of that danger, so-called ISIL; a group that combines al Qaeda’s ideology with territorial ambitions in Iraq and Syria and beyond, and the most blatant use of terrorist tactics the world has seen in a long, long time.  But we know how to deal with them.

Our comprehensive strategy to degrade and eventually defeat ISIL reflects the lessons we have learned post-9/11 age about how to use our power wisely.  And degrading them does not depend upon an unsustainable deployment of hundreds of thousands of boots on the ground.  It’s focused on building a coalition with concrete contributions from the countries in the region.  It recognizes outside military intervention alone will not be enough.  Ultimately, societies have to solve their own problems, which is why we’re pouring so much time and effort into supporting a Syrian opposition and Iraqi efforts to re-establish their democracy and defend their territory.  But this is going to require a lot of time and patience.

The truth is we will likely be dealing with these challenges of social upheaval not just in Iraq and Syria, but across the Middle East in the wake of the Arab Spring, which will take a generation or more to work itself out.

We can't solve each of these problems alone.  We can't solve them ourselves.  But ultimately -- and we can't ultimately solve them with force, nor should we try.  But we can work to resolve these conflicts.  We can seek to empower the forces of moderation and pluralism and inclusive economic growth.  We can work with our partners to delegitimize ISIL in the Islamic world, and their perverse ideology.

We can cut off the flow of terrorist finance and foreign fighters, as the President chaired the hearing in the United Nations Security Council on that issue just last week.  We can build the capacity of our partners from the Arab world to Afghanistan to solve their security problems in their own countries with our help and guidance.  The threat posed by violent extremists is real.  And I want to say here on the campus of Harvard University:  Our response must be deadly serious, but we should keep this in perspective.  The United States today faces threats that require attention.  But we face no existential threat to our way of life or our security.  Let me say it again:  We face no existential threat -- none -- to our way of life or our ultimate security.

You are twice as likely to be struck by lightning as you around to be affected by a terrorist event in the United States.

And while we face an adaptive, resilient enemy, let’s never forget that they're no match for an even more resilient and adaptive group of people, the American people, who are so much tougher, smarter, realistic and gutsy than their political leadership gives them credit for.

We didn't crumble after 9/11.  We didn't falter after the Boston Marathon.  But we’re America.  Americans will never, ever stand down.  We endure.  We overcome.  We own the finish line.  So do not take out of proportion this threat to us.  None of you are being taught to dive under your desks in drills dealing with the possibility of a nuclear attack.  And I argue with all of my colleagues, including in the administration, the American people have already factored in the possibility that there will be another Boston Marathon someday.  But it will not, cannot -- has no possibility of breaking our will, our resolve, and/or our ultimate security.

Which brings me to the fifth and final point, the strength of America’s economy.  Without a strong economic foundation, none of which I have spoken to is possible -- none of it.  It all rests on America remaining the most vibrant and vital economy in the world.

And America is back.  America remains the world’s leading economy.  I got elected when I was 29 years old, as was pointed out, and I was referred to in those days as a young idealist.  And I’m today -- if you read about me among the many things that are often said, good and bad, I’m always referred to as the White House Optimist, as if somehow, as my grandpop would say, I fell off the turnip truck yesterday.  (Laughter.)

I’m optimistic because I know the history of the journey of this country.  And I have never been more optimistic about America’s future than I am today, and that is not hyperbole.  We are better positioned than any other nation in the world to remain the leading economy in the world in the 21st century.

We have the world’s greatest research university.  We have the greatest energy resources in the world.  We have the most flexible venture-capitalist system, the most productive workers in the world.  That’s an objective assertion.  We have a legal system that adjudicates claims fairly, protects intellectual property.  Don’t take my word for it.  AT Kearney has been doing a survey for over the last I believe 30-some years.  They survey the 500 largest industrial outfits in the world.  They ask the same question:  Where is the best place in the world to invest?  This year, America not only remains the best place in the world to invest by a margin larger than any time in the record of the survey, but Boston Consulting Group right here, a first-rate outfit, surveys every year American corporations with manufacturing facilities in China and asks them what are they planning for next year.  This year, the response was 54 percent of those invested in China said they planned on coming home.

I don’t know how long I’ve been hearing about how China -- and I want China to succeed, it’s in our interest they succeed economically -- about how China is eating America’s lunch.  Folks, China has overwhelming problems.  China not only has an energy problem, they have no water.  No, no, not a joke -- like California.  They have no water.  (Laughter.)  It is a gigantic and multi-trillion-dollar problem for them.  We should help them solve the problem.

Ladies and gentlemen, raise your hand if you think our main competition is going to come from the EU in the next decade.  Put your hands up.  (Laughter.)  I’m not being facetious here now, I’m being deadly earnest.  We want -- it is overwhelmingly our interest that the EU grow, and that China grows, because when they don’t grow, we don’t grow as fast.  But, ladies and gentlemen, relative terms, we are so well-positioned if we act rationally, if we invest in our people.

A recent study points out that American workers are three times as productive as workers in China.  It matters in terms of where people will invest their money, where jobs will be created.  And one of my -- I was in and out of Kosovo and Bosnia and Herzegovina over twenty-some times.  As Maggie will remember, I was the voice that kept hectoring President Clinton to lift the arms embargo and take on Milosevic, which he did, to his great credit.

And one of my trips to Kosovo, I had a Kosovar driver, meaning he was Muslim, a Kosovar driver and who spoke a little English.  And I was going up to Fort Bondsteel, which is right outside of Pristina, a fort that was being built on a plateau.  And it was a rutted, muddy road, and we were -- the tires were spinning to get up there, but there were all these cranes and bulldozers and all these incredible movement.  And my driver very proudly sort of looked down like this and looked out the window and he pointed at me and he said, Senator, America, America.  And we were literally at a gate – and, Tommy, you know, the old pike that came down across this rutted road in red and white striped.  And standing to the right of the gate, stopping us, were five American soldiers.  An African American woman, who was a master sergeant; a Chinese American -- I forget the rank; an African American man; a woman colonel, and a Hispanic commanding officer.  And I tapped him on the soldier and I said, no, no, and I meant it so seriously -- there’s America.  There’s America.  Until you figure out how to live together like we do, you will never, never, never make it.

America’s strength ultimately lies in its people.  There’s nothing special about being American -- none of you can define for me what an American is.  Can’t define it based on religion, ethnicity, race, culture.  The uniqueness of America is that we are a group of people who agreed on -- whether we say it, whether we’re well-educated or not, whether we say it in terms of basic agreements but we really do believe without saying it, “We the People.”   “All men are created equal, endowed by their Creator.”  Sounds corny.  But that’s who we are.  That’s the essential strength and vibrancy of this country.

And that’s why it’s our obligation to lead.  It’s costly.  It takes sacrifice.  And sometimes it’s dangerous.  But we must lead -- but lead in a more rational way, as I hope I’ve outlined for you, because we can.  We can deal with the present crisis, and it is within our power to make a better world.

You’re a lucky group of students.  I’m not being solicitous.  You’re lucky because you are about to take control at a time where one of those rare inflection points in the history of the world, in this country.  Remember from your physics class in high school, if you didn’t have to take it in college.  I remember my physics professor saying an inflection point is when you’re riding down the highway at 60 miles an hour and your hands are on the steering wheel, and you turn it abruptly 2, 5, 10 degrees one way or the other, and you can never get back on the path you were on.

We are at an inflection point.  The world is changing whether we like it or not, but we have our hands on the wheel.  The only time you get a chance to bend history a little bit are these moments of great change.  And if we’re wise, if we have courage and resolve, and with a little bit of luck we can all make the world a better place -- for real.

Obama Issues Threat Against Assad

This excerpt is from a Peter Baker piece in the New York Times, September 13, reporting a conversation between Obama and various foreign policy experts. Obama expands on his administration’s role in the Syrian war and issues a threat against Assad:

If his thinking has evolved, Mr. Obama admitted no errors along the way. While some critics, and even his former secretary of state, Hillary Rodham Clinton, have faulted him for not arming moderate Syrian rebels years ago, Mr. Obama does not accept the premise that doing so would have forestalled the rise of ISIS.

“I have thought that through and tried to apply 20-20 hindsight,” he told some of his guests, as one recalled. “I’m perfectly willing to admit they were right, but even if they were right, I still can’t see how that would have changed the situation.”

He defended his decision to wait to approve airstrikes until last month in Iraq and last week in Syria, saying he wanted first to force Iraq to replace its government with a more inclusive coalition that could draw disaffected Sunnis away from supporting ISIS and take on the task of combating it.

But while Mr. Obama sees bolstering the new Iraqi government as his path to ultimate success on that side of the border, he struck his guests as less certain about the endgame on the Syrian side, where he has called for Mr. Assad to step down and must now rely on the same moderate Syrian rebels he refused to arm in the past.

Mr. Obama acknowledged it would be a long campaign, one complicated by a dearth of intelligence about possible targets on the Syrian side of the border and one that may not be immediately satisfying. “This isn’t going to be fireworks over Baghdad,” he said.

Asked by one of the columnists what he would do if his strategy did not work and he had to escalate further, Mr. Obama rejected the premise. “I’m not going to anticipate failure at this point,” he said.

He made clear the intricacy of the situation, though, as he contemplated the possibility that Mr. Assad might order his forces to fire at American planes entering Syrian airspace. If he dared to do that, Mr. Obama said he would order American forces to wipe out Syria’s air defense system, which he noted would be easier than striking ISIS because its locations are better known. He went on to say that such an action by Mr. Assad would lead to his overthrow, according to one account.

Kerry: All Bases Are Covered

Bob Schieffer of CBS interviewed Secretary of State John Kerry on September 13, 2014. Secretary Kerry helpfully clarifies when a war is not a war. It's somewhat difficult to tell who's on first, second, and third, but it seems that the bases are loaded.

MR. SCHIEFFER: We spoke with Secretary of State John Kerry yesterday in Cairo, before this latest news broke. Here is part of what he said.

QUESTION: Mr. Secretary, thank you so much. Can I clear up one thing first? This week, you went to some lengths to say you wouldn’t call this a war, but yet at the Pentagon and at the State Department even they were saying we are at war with ISIS. Are we at war?

SECRETARY KERRY: Well, Bob, I think there’s, frankly, a kind of tortured debate going on about terminology. What I’m focused on, obviously, is getting done what we need to get done to ISIL. But if people need to find a place to land, in terms of what we did in Iraq originally, this is not a war. This is not combat troops on the ground, it’s not hundreds of thousands of people, it’s not that kind of mobilization. But in terms of al-Qaida, which we have used the word “war” with, yeah, we went – we’re at war with al-Qaida and its affiliates, and in the same context, if you want to use it, yes, we’re at war with ISIL in that sense.

But I think it’s a waste of time to focus on that, frankly. Let’s consider what we have to do to degrade and defeat ISIL, and that’s what I’m, frankly, much more focused on.

QUESTION: Mr. Secretary, let me ask you about your trip. The Syrian foreign minister is being quoted here as saying that Syria was no problems with American airstrikes going after ISIS targets in Syria, as long as they are coordinated, and he said he was ready to talk. Will we be coordinating this campaign with Syria?

SECRETARY KERRY: No, we’re not going to coordinate it with Syria. We will certainly want to de-conflict to make certain that they’re not about to do something that they might regret even more seriously, but we’re not going to coordinate. It’s not a cooperative effort. We’re going to do what they haven’t done, what they had plenty of opportunity to do, which is to take on ISIL and to degrade it and eliminate it as a threat. And we will do that with allies.

I think with respect to this trip, I’ve been extremely encouraged to hear from all of the people that I’ve been meeting with about their readiness and willingness to participate. I can tell you right here and now that we have countries in this region, countries outside of this region, in addition to the United States, all of whom are prepared to engage in military assistance, in actual strikes if that is what it requires. And we also have a growing number of people who are prepared to do all the other things.

People should not think about this effort just in terms of strikes. In fact, as some have pointed out, that alone is not going to resolve this challenge.

QUESTION: Well, Mr. Secretary, have you gotten any specific commitments for military help? For example, have you found anybody that’s willing to put troops on the ground into this fight?

SECRETARY KERRY: Well, we’re not looking to put troops on the ground. There are some who have offered to do so, but we are not looking for that, at this moment anyway. The answer is yes, there are some that have said that. There are some that are clearly prepared to take action in the air alongside the United States and to do airstrikes, if that’s what they’re called on to do.

What we’re doing right now, Bob, is putting together the whole package. And it’s not appropriate to start announcing, well, this country will do this and this country will do that.

QUESTION: Well, let me just ask you this. Going back to what you said, you said you’re not looking for troops on the ground. Do your really think you can destroy ISIL without --

SECRETARY KERRY: Well, not from external --

QUESTION: -- troops on the ground? I mean, how does that work?

SECRETARY KERRY: Bob, there are troops on the ground that don’t belong to us. They’re called Syrian. The Syrian opposition is on the ground, and one of the regrettable things is it has been fighting ISIL by itself over the course of the last couple of years. And it’s one of the reasons that they’ve had a difficult battle. And now, with the air support and other effort from other countries, they will be augmented in their capacity.

One of the things the President put in the plan is the effort to increase the training, increase the equipping and advising to that – to the Syrian opposition. And I can’t tell you whether some other country in the neighborhood will or won’t decide to put some people in there. We know the United States is not going to do that, but as I say, this is a strategy coming together as the coalition comes together and the countries declare what they’re prepared to do.

But I want it to be absolutely clear out of this discussion we’re having that every single aspect of the President’s strategy and what is needed to be done in order to accomplish our goal has been offered by one country or multiple countries and all bases are covered.

Obama: Destroying ISIL

The transcript of President Obama’s September 10 evening address to the nation on ISIL:

My fellow Americans, tonight I want to speak to you about what the United States will do with our friends and allies to degrade and ultimately destroy the terrorist group known as ISIL.

As Commander-in-Chief, my highest priority is the security of the American people.  Over the last several years, we have consistently taken the fight to terrorists who threaten our country.  We took out Osama bin Laden and much of al Qaeda’s leadership in Afghanistan and Pakistan.  We’ve targeted al Qaeda’s affiliate in Yemen, and recently eliminated the top commander of its affiliate in Somalia.  We’ve done so while bringing more than 140,000 American troops home from Iraq, and drawing down our forces in Afghanistan, where our combat mission will end later this year.  Thanks to our military and counterterrorism professionals, America is safer.

Still, we continue to face a terrorist threat.  We can’t erase every trace of evil from the world, and small groups of killers have the capacity to do great harm.  That was the case before 9/11, and that remains true today.  And that’s why we must remain vigilant as threats emerge.  At this moment, the greatest threats come from the Middle East and North Africa, where radical groups exploit grievances for their own gain.  And one of those groups is ISIL -- which calls itself the “Islamic State.”

Now let’s make two things clear:  ISIL is not “Islamic.”  No religion condones the killing of innocents.  And the vast majority of ISIL’s victims have been Muslim.  And ISIL is certainly not a state.  It was formerly al Qaeda’s affiliate in Iraq, and has taken advantage of sectarian strife and Syria’s civil war to gain territory on both sides of the Iraq-Syrian border.  It is recognized by no government, nor by the people it subjugates.  ISIL is a terrorist organization, pure and simple.  And it has no vision other than the slaughter of all who stand in its way.

In a region that has known so much bloodshed, these terrorists are unique in their brutality.  They execute captured prisoners.  They kill children.  They enslave, rape, and force women into marriage.  They threatened a religious minority with genocide.  And in acts of barbarism, they took the lives of two American journalists -- Jim Foley and Steven Sotloff.

So ISIL poses a threat to the people of Iraq and Syria, and the broader Middle East -- including American citizens, personnel and facilities.  If left unchecked, these terrorists could pose a growing threat beyond that region, including to the United States.  While we have not yet detected specific plotting against our homeland, ISIL leaders have threatened America and our allies.  Our Intelligence Community believes that thousands of foreigners -– including Europeans and some Americans –- have joined them in Syria and Iraq.  Trained and battle-hardened, these fighters could try to return to their home countries and carry out deadly attacks.

I know many Americans are concerned about these threats.  Tonight, I want you to know that the United States of America is meeting them with strength and resolve.  Last month, I ordered our military to take targeted action against ISIL to stop its advances.  Since then, we’ve conducted more than 150 successful airstrikes in Iraq.  These strikes have protected American personnel and facilities, killed ISIL fighters, destroyed weapons, and given space for Iraqi and Kurdish forces to reclaim key territory.  These strikes have also helped save the lives of thousands of innocent men, women and children.

But this is not our fight alone.  American power can make a decisive difference, but we cannot do for Iraqis what they must do for themselves, nor can we take the place of Arab partners in securing their region.  And that’s why I’ve insisted that additional U.S. action depended upon Iraqis forming an inclusive government, which they have now done in recent days.  So tonight, with a new Iraqi government in place, and following consultations with allies abroad and Congress at home, I can announce that America will lead a broad coalition to roll back this terrorist threat.

Our objective is clear:  We will degrade, and ultimately destroy, ISIL through a comprehensive and sustained counterterrorism strategy.

First, we will conduct a systematic campaign of airstrikes against these terrorists.  Working with the Iraqi government, we will expand our efforts beyond protecting our own people and humanitarian missions, so that we’re hitting ISIL targets as Iraqi forces go on offense.  Moreover, I have made it clear that we will hunt down terrorists who threaten our country, wherever they are.  That means I will not hesitate to take action against ISIL in Syria, as well as Iraq.  This is a core principle of my presidency:  If you threaten America, you will find no safe haven.

Second, we will increase our support to forces fighting these terrorists on the ground.  In June, I deployed several hundred American servicemembers to Iraq to assess how we can best support Iraqi security forces.  Now that those teams have completed their work –- and Iraq has formed a government –- we will send an additional 475 servicemembers to Iraq.  As I have said before, these American forces will not have a combat mission –- we will not get dragged into another ground war in Iraq.  But they are needed to support Iraqi and Kurdish forces with training, intelligence and equipment.  We’ll also support Iraq’s efforts to stand up National Guard Units to help Sunni communities secure their own freedom from ISIL’s control.

Across the border, in Syria, we have ramped up our military assistance to the Syrian opposition.  Tonight, I call on Congress again to give us additional authorities and resources to train and equip these fighters.  In the fight against ISIL, we cannot rely on an Assad regime that terrorizes its own people -- a regime that will never regain the legitimacy it has lost.  Instead, we must strengthen the opposition as the best counterweight to extremists like ISIL, while pursuing the political solution necessary to solve Syria’s crisis once and for all.

Third, we will continue to draw on our substantial counterterrorism capabilities to prevent ISIL attacks.  Working with our partners, we will redouble our efforts to cut off its funding; improve our intelligence; strengthen our defenses; counter its warped ideology; and stem the flow of foreign fighters into and out of the Middle East.  And in two weeks, I will chair a meeting of the U.N. Security Council to further mobilize the international community around this effort.

Fourth, we will continue to provide humanitarian assistance to innocent civilians who have been displaced by this terrorist organization.  This includes Sunni and Shia Muslims who are at grave risk, as well as tens of thousands of Christians and other religious minorities.  We cannot allow these communities to be driven from their ancient homelands.

So this is our strategy.  And in each of these four parts of our strategy, America will be joined by a broad coalition of partners.  Already, allies are flying planes with us over Iraq; sending arms and assistance to Iraqi security forces and the Syrian opposition; sharing intelligence; and providing billions of dollars in humanitarian aid.  Secretary Kerry was in Iraq today meeting with the new government and supporting their efforts to promote unity.  And in the coming days he will travel across the Middle East and Europe to enlist more partners in this fight, especially Arab nations who can help mobilize Sunni communities in Iraq and Syria, to drive these terrorists from their lands.  This is American leadership at its best:  We stand with people who fight for their own freedom, and we rally other nations on behalf of our common security and common humanity.

My administration has also secured bipartisan support for this approach here at home.  I have the authority to address the threat from ISIL, but I believe we are strongest as a nation when the President and Congress work together.  So I welcome congressional support for this effort in order to show the world that Americans are united in confronting this danger.

Now, it will take time to eradicate a cancer like ISIL.  And any time we take military action, there are risks involved –- especially to the servicemen and women who carry out these missions.  But I want the American people to understand how this effort will be different from the wars in Iraq and Afghanistan.  It will not involve American combat troops fighting on foreign soil.  This counterterrorism campaign will be waged through a steady, relentless effort to take out ISIL wherever they exist, using our air power and our support for partner forces on the ground.  This strategy of taking out terrorists who threaten us, while supporting partners on the front lines, is one that we have successfully pursued in Yemen and Somalia for years.  And it is consistent with the approach I outlined earlier this year:  to use force against anyone who threatens America’s core interests, but to mobilize partners wherever possible to address broader challenges to international order.

My fellow Americans, we live in a time of great change. Tomorrow marks 13 years since our country was attacked.  Next week marks six years since our economy suffered its worst setback since the Great Depression.  Yet despite these shocks, through the pain we have felt and the grueling work required to bounce back, America is better positioned today to seize the future than any other nation on Earth.

Our technology companies and universities are unmatched.  Our manufacturing and auto industries are thriving.  Energy independence is closer than it’s been in decades.  For all the work that remains, our businesses are in the longest uninterrupted stretch of job creation in our history.  Despite all the divisions and discord within our democracy, I see the grit and determination and common goodness of the American people every single day –- and that makes me more confident than ever about our country’s future.

Abroad, American leadership is the one constant in an uncertain world.  It is America that has the capacity and the will to mobilize the world against terrorists.  It is America that has rallied the world against Russian aggression, and in support of the Ukrainian peoples’ right to determine their own destiny.  It is America –- our scientists, our doctors, our know-how –- that can help contain and cure the outbreak of Ebola.  It is America that helped remove and destroy Syria’s declared chemical weapons so that they can’t pose a threat to the Syrian people or the world again.  And it is America that is helping Muslim communities around the world not just in the fight against terrorism, but in the fight for opportunity, and tolerance, and a more hopeful future.

America, our endless blessings bestow an enduring burden.  But as Americans, we welcome our responsibility to lead.  From Europe to Asia, from the far reaches of Africa to war-torn capitals of the Middle East, we stand for freedom, for justice, for dignity.  These are values that have guided our nation since its founding.

Tonight, I ask for your support in carrying that leadership forward.  I do so as a Commander-in-Chief who could not be prouder of our men and women in uniform –- pilots who bravely fly in the face of danger above the Middle East, and servicemembers who support our partners on the ground.

When we helped prevent the massacre of civilians trapped on a distant mountain, here’s what one of them said:  “We owe our American friends our lives.  Our children will always remember that there was someone who felt our struggle and made a long journey to protect innocent people.”

That is the difference we make in the world.  And our own safety, our own security, depends upon our willingness to do what it takes to defend this nation and uphold the values that we stand for –- timeless ideals that will endure long after those who offer only hate and destruction have been vanquished from the Earth.

Hillary: I'm a Hawk

The following is a transcript of Hillary Clinton’s interview with Jeffrey Goldberg in The Atlantic, August 10, 2014.

JEFFREY GOLDBERG: It seems that you’ve shifted your position on Iran’s nuclear ambitions. By [chief U.S. negotiator] Wendy Sherman’s definition of maximalism, you’ve taken a fairly maximalist position—little or no enrichment for Iran. Are you taking a harder line than your former colleagues in the Obama administration are taking on this matter?

HILLARY RODHAM CLINTON: It’s a consistent line. I’ve always been in the camp that held that they did not have a right to enrichment. Contrary to their claim, there is no such thing as a right to enrich. This is absolutely unfounded. There is no such right. I am well aware that I am not at the negotiating table anymore, but I think it’s important to send a signal to everybody who is there that there cannot be a deal unless there is a clear set of restrictions on Iran. The preference would be no enrichment. The potential fallback position would be such little enrichment that they could not break out. So, little or no enrichment has always been my position.

JG: Am I wrong in saying that the Obama administration’s negotiators have a more flexible understanding of this issue at the moment?

HRC: I don’t want to speak for them, but I would argue that Iran, through the voice of the supreme leader, has taken a very maximalist position—he wants 190,000 centrifuges and the right to enrich. And some in our Congress, and some of our best friends, have taken the opposite position—absolutely no enrichment. I think in a negotiation you need to be very clear about what it is going to take to move the other side. I think at the moment there is a big debate going on in Tehran about what they can or should do in order to get relief from the sanctions. It’s my understanding that we still have a united P5+1 position, which is intensive inspections, very clear limits on what they can do in their facilities that they would permitted to operate, and then how they handle this question of enrichment, whether it’s done from the outside, or whether it can truly be constrained to meet what I think our standard should be of little-to-no enrichment. That’s what this negotiation is about.

JG: But there is no sign that the Iranians are willing to pull back—freezing in place is the farthest they seem to be willing to go. Am I wrong?

HRC: We don’t know. I think there’s a political debate. I think you had the position staked out by the supreme leader that they’re going to get to do what they want to do, and that they don’t have any intention of having a nuclear weapon but they nevertheless want 190,000 centrifuges (laughs). I think the political, non-clerical side of the equation is basically saying, “Look, you know, getting relief from these sanctions is economically and politically important to us. We have our hands full in Syria and Iraq, just to name two places, maybe increasingly in Lebanon, and who knows what’s going to happen with us and Hamas. So what harm does it do to have a very strict regime that we can live under until we determine that maybe we won’t have to any longer?” That, I think, is the other side of the argument. 

JG: Would you be content with an Iran that is perpetually a year away from being able to reach nuclear-breakout capability?

HRC: I would like it to be more than a year. I think it should be more than a year. No enrichment at all would make everyone breathe easier. If, however, they want a little bit for the Tehran research reactor, or a little bit for this scientific researcher, but they’ll never go above 5 percent enrichment—

JG: So, a few thousand centrifuges?

HRC: We know what “no” means. If we’re talking a little, we’re talking about a discrete, constantly inspected number of centrifuges. “No” is my preference.

JG: Would you define what “a little” means?

HRC: No.

JG: So what the Gulf states want, and what the Israelis want, which is to say no enrichment at all, is not a militant, unrealistic position?

HRC: It’s not an unrealistic position. I think it’s important that they stake out that position.

JG: So, Gaza. As you write in your book, you negotiated the last long-term ceasefire in 2012. Are you surprised at all that it didn’t hold?

HRC: I’m surprised that it held as long as it did. But given the changes in the region, the fall of [former Egyptian President Mohamed] Morsi, his replacement by [Abdel Fattah] al-Sisi, the corner that Hamas felt itself in, I’m not surprised that Hamas provoked another attack.

JG: The Israeli response, was it disproportionate?

HRC: Israel was attacked by rockets from Gaza. Israel has a right to defend itself. The steps Hamas has taken to embed rockets and command-and-control facilities and tunnel entrances in civilian areas, this makes a response by Israel difficult. Of course Israel, just like the United States, or any other democratic country, should do everything they can possibly do to limit civilian casualties.

JG: Do you think Israel did enough to limit civilian casualties?

HRC: It’s unclear. I think Israel did what it had to do to respond to the rockets. And there is the surprising number and complexity of the tunnels, and Hamas has consistently, not just in this conflict, but in the past, been less than protective of their civilians.

JG: Before we continue talking endlessly about Gaza, can I ask you if you think we spend too much time on Gaza and on Israel-Palestine generally? I ask because over the past year or so your successor spent a tremendous amount of time on the Israel-Palestinian file and in the same period of time an al Qaeda-inspired organization took over half of Syria and Iraq.

HRC: Right, right.

JG: I understand that secretaries of state can do more than one thing at a time. But what is the cause of this preoccupation?

HRC: I’ve thought a lot about this, because you do have a number of conflicts going on right now. As the U.S., as a U.S. official, you have to pay attention to anything that threatens Israel directly, or anything in the larger Middle East that arises out of the Palestinian-Israeli situation. That’s just a given.

It is striking, however, that you have more than 170,000 people dead in Syria. You have the vacuum that has been created by the relentless assault by Assad on his own population, an assault that has bred these extremist groups, the most well-known of which, ISIS—or ISIL—is now literally expanding its territory inside Syria and inside Iraq. You have Russia massing battalions—Russia, that actually annexed and is occupying part of a UN member state—and I fear that it will do even more to prevent the incremental success of the Ukrainian government to take back its own territory, other than Crimea. More than 1,000 people have been killed in Ukraine on both sides, not counting the [Malaysia Airlines] plane, and yet we do see this enormous international reaction against Israel, and Israel’s right to defend itself, and the way Israel has to defend itself. This reaction is uncalled for and unfair.

JG: What do you think causes this reaction?

HRC: There are a number of factors going into it. You can’t ever discount anti-Semitism, especially with what’s going on in Europe today. There are more demonstrations against Israel by an exponential amount than there are against Russia seizing part of Ukraine and shooting down a civilian airliner. So there’s something else at work here than what you see on TV.

And what you see on TV is so effectively stage-managed by Hamas, and always has been. What you see is largely what Hamas invites and permits Western journalists to report on from Gaza. It’s the old PR problem that Israel has. Yes, there are substantive, deep levels of antagonism or anti-Semitism towards Israel, because it’s a powerful state, a really effective military. And Hamas paints itself as the defender of the rights of the Palestinians to have their own state. So the PR battle is one that is historically tilted against Israel.

JG: Nevertheless there are hundreds of children—

HRC: Absolutely, and it’s dreadful.

JG: Who do you hold responsible for those deaths? How do you parcel out blame?

HRC: I’m not sure it’s possible to parcel out blame because it’s impossible to know what happens in the fog of war. Some reports say, maybe it wasn’t the exact UN school that was bombed, but it was the annex to the school next door where they were firing the rockets. And I do think oftentimes that the anguish you are privy to because of the coverage, and the women and the children and all the rest of that, makes it very difficult to sort through to get to the truth.

There’s no doubt in my mind that Hamas initiated this conflict and wanted to do so in order to leverage its position, having been shut out by the Egyptians post-Morsi, having been shunned by the Gulf, having been pulled into a technocratic government with Fatah and the Palestinian Authority that might have caused better governance and a greater willingness on the part of the people of Gaza to move away from tolerating Hamas in their midst. So the ultimate responsibility has to rest on Hamas and the decisions it made.

That doesn’t mean that, just as we try to do in the United States and be as careful as possible in going after targets to avoid civilians, that there aren’t mistakes that are made. We’ve made them. I don’t know a nation, no matter what its values are—and I think that democratic nations have demonstrably better values in a conflict position—that hasn’t made errors, but ultimately the responsibility rests with Hamas.

JG: Several years ago, when you were in the Senate, we had a conversation about what would move Israeli leaders to make compromises for peace. You’ve had a lot of arguments with Netanyahu. What is your thinking on Netanyahu now? 

HRC: Let’s step back. First of all, [former Israeli Prime Minister] Yitzhak Rabin was prepared to do so much and he was murdered for that belief. And then [former Israeli Prime Minister] Ehud Barak offered everything you could imagine being given under any realistic scenario to the Palestinians for their state, and [former Palestinian leader Yasir] Arafat walked away. I don’t care about the revisionist history. I know that Arafat walked away, okay? Everybody says, “American needs to say something.” Well, we said it, it was the Clinton parameters, we put it out there, and Bill Clinton is adored in Israel, as you know. He got Netanyahu to give up territory, which Netanyahu believes lost him the prime ministership [in his first term], but he moved in that direction, as hard as it was.

Bush pretty much ignored what was going on and they made a terrible error in the Palestinian elections [in which Hamas came to power in Gaza], but he did come with the Roadmap [to Peace] and the Roadmap was credible and it talked about what needed to be done, and this is one area where I give the Palestinians credit. Under [former Palestinian Prime Minister] Salam Fayyad, they made a lot of progress.

I had the last face-to-face negotiations between Abbas and Netanyahu. [Secretary of State John] Kerry never got there. I had them in the room three times with [former Middle East negotiator] George Mitchell and me, and that was it. And I saw Netanyahu move from being against the two-state solution to announcing his support for it, to considering all kinds of Barak-like options, way far from what he is, and what he is comfortable with.

Now I put Jerusalem in a different category. That is the hardest issue, Again, based on my experience—and you know, I got Netanyahu to agree to the unprecedented  settlement freeze, it did not cover East Jerusalem, but it did cover the West Bank and it was actually legitimate and it did stop new housing starts for 10 months. It took me nine months to get Abbas into the negotiations even after we delivered on the settlement freeze, he had a million reasons, some of them legitimate, some of them the same old, same old.

So what I tell people is, yeah, if I were the prime minister of Israel, you’re damn right I would expect to have control over security [on the West Bank], because even if I’m dealing with Abbas, who is 79 years old, and other members of Fatah, who are enjoying a better lifestyle and making money on all kinds of things, that does not protect Israel from the influx of Hamas or cross-border attacks from anywhere else. With Syria and Iraq, it is all one big threat. So Netanyahu could not do this in good conscience. If this were Rabin or Barak in his place—and I’ve talked to Ehud about this—they would have to demand a level of security that would be provided by the [Israel Defense Forces] for a period of time. And in my meetings with them I got Abbas to about six, seven, eight years on continued IDF presence. Now he’s fallen back to three, but he was with me at six, seven, eight. I got Netanyahu to go from forever to 2025. That’s a negotiation, okay? So I know. Dealing with Bibi is not easy, so people get frustrated and they lose sight of what we’re trying to achieve here.

JG: You go out of your way in Hard Choices to praise Robert Ford, who recently quit as U.S. ambassador to Syria, as an excellent diplomat. Ford quit in protest and has recently written strongly about what he sees as the inadequacies of Obama administration policy. Do you agree with Ford that we are at fault for not doing enough to build up a credible Syrian opposition when we could have?

HRC: I have the highest regard for Robert. I’m the one who convinced the administration to send an ambassador to Syria. You know, this is why I called the chapter on Syria “A Wicked Problem.” I can’t sit here today and say that if we had done what I recommended, and what Robert Ford recommended, that we’d be in a demonstrably different place.

JG: That’s the president’s argument, that we wouldn’t be in a different place.

HRC: Well, I did believe, which is why I advocated this, that if we were to carefully vet, train, and equip early on a core group of the developing Free Syrian Army, we would, number one, have some better insight into what was going on on the ground. Two, we would have been helped in standing up a credible political opposition, which would prove to be very difficult, because there was this constant struggle between what was largely an exile group outside of Syria trying to claim to be the political opposition, and the people on the ground, primarily those doing the fighting and dying, who rejected that, and we were never able to bridge that, despite a lot of efforts that Robert and others made.

So I did think that eventually, and I said this at the time, in a conflict like this, the hard men with the guns are going to be the more likely actors in any political transition than those on the outside just talking. And therefore we needed to figure out how we could support them on the ground, better equip them, and we didn’t have to go all the way, and I totally understand the cautions that we had to contend with, but we’ll never know. And I don’t think we can claim to know.

JG: You do have a suspicion, though.

HRC: Obviously. I advocated for a position.

JG: Do you think we’d be where we are with ISIS right now if the U.S. had done more three years ago to build up a moderate Syrian opposition?

HRC: Well, I don’t know the answer to that. I know that the failure to help build up a credible fighting force of the people who were the originators of the protests against Assad—there were Islamists, there were secularists, there was everything in the middle—the failure to do that left a big vacuum, which the jihadists have now filled.

They were often armed in an indiscriminate way by other forces and we had no skin in the game that really enabled us to prevent this indiscriminate arming.

JG: Is there a chance that President Obama overlearned the lessons of the previous administration? In other words, if the story of the Bush administration is one of overreach, is the story of the Obama administration one of underreach?

HRC: You know, I don’t think you can draw that conclusion. It’s a very key question. How do you calibrate, that’s the key issue. I think we have learned a lot during this period, but then how to apply it going forward will still take a lot of calibration and balancing. But you know, we helped overthrow [Libyan leader Muammar] Qaddafi. 

JG: But we didn’t stick around for the aftermath.

HRC: Well, we did stick around. We stuck around with offers of money and technical assistance, on everything from getting rid of some of the nasty stuff he left behind, to border security, to training. It wasn’t just us, it was the Europeans as well. Some of the Gulf countries had their particular favorites. They certainly stuck around and backed their favorite militias. It is not yet clear how the Libyans themselves will overcome the lack of security, which they inherited from Qaddafi. Remember, they’ve had two good elections. They’ve elected moderates and secularists and a limited number of Islamists, so you talk about democracy in action—the Libyans have done it twice—but they can’t control the ground. But how can you help when you have so many different players who looted the stuffed warehouses of every kind of weapon from the Qaddafi regime, some of which they’re using in Libya, some of which they’re passing out around the region?

So you can go back and argue either, we should we have helped the people of Libya try to overthrow a dictator who, remember, killed Americans and did a lot of other bad stuff, or we should have been on the sidelines. In this case we helped, but that didn’t make the road any easier in Syria, where we said, “It’s messy, it’s complicated, we’re not sure what the outcome will be.” So what I’m hoping for is that we sort out what we have learned, because we’ve tried a bunch of different approaches. Egypt is a perfect example. The revolution in Tahrir Square was not a Muslim Brotherhood revolution. It was not led by Islamists. They came very late to the party. Mubarak falls and I’m in Cairo a short time after, meeting the leaders of this movement, and I’m saying, “Okay, who’s going to run for office? Who’s going to form a political party?” and they’re saying, “We don’t do that, that’s not who we are.”

And I said that there are only two organized groups in this country, the military and the Muslim Brotherhood, and what we have here is an old lesson that you can’t beat somebody with nobody. There was a real opportunity here to, if a group had arisen out of the revolution, to create a democratic Egyptian alternative. Didn’t  happen. What do we have to think about? In order to do that better, I see a lot of questions that we have to be answering. I don’t think we can draw judgments yet. I think we can draw a judgment about the Bush administration in terms of overreach, but I don’t know that we can reach a conclusion about underreach.

JG: There is this moment in your book, in which Morsi tells you not to worry about jihadists in the Sinai—he says in essence that now that a Muslim Brotherhood government is in charge, jihadists won’t feel the need to continue their campaign. You write that this was either shockingly sinister or shockingly naïve. Which one do you think it was?

HRC: I think Morsi was naïve. I’m just talking about Morsi, not necessarily anyone else in the Muslim Brotherhood. I think he genuinely believed that with the legitimacy of an elected Islamist government, that the jihadists would see that there was a different route to power and influence and would be part of the political process. He had every hope, in fact, that the credible election of a Muslim Brotherhood government would mean the end of jihadist activities within Egypt, and also exemplify that there’s a different way to power.

The debate is between the bin Ladens of the world and the Muslim Brotherhood. The bin Ladens believe you can’t overthrow the infidels or the impure through politics. It has to be through violent resistance. So when I made the case to Morsi that we were picking up a lot of intelligence about jihadist groups creating safe havens inside Sinai, and that this would be a threat not only to Israel but to Egypt, he just dismissed this out of hand, and then shortly thereafter a large group of Egyptian soldiers were murdered.

JG: In an interview in 2011, I asked you if we should fear the Muslim Brotherhood—this is well before they came into power—and you said, ‘The jury is out.” Is the jury still out for you today?

HRC: I think the jury would come back with a lesser included offense, and that is a failure to govern in a democratic, inclusive manner while holding power in Cairo. The Muslim Brotherhood had the most extraordinary opportunity to demonstrate the potential for an Islamist movement to take responsibility for governance, and they were ill-prepared and unable to make the transition from movement to responsibility. We will see how they respond to the crackdown they’re under in Egypt, but the Muslim Brotherhood itself, although it had close ties with Hamas, for example, had not evidenced, because they were kept under tight control by Mubarak, the willingness to engage in violent conflict to achieve their goals. So the jury is in on their failure to govern in a way that would win the confidence of the entire Egyptian electorate. The jury is out as to whether they morph into a violent jihadist resistance group.

JG: There’s a critique you hear of the Obama administration in the Gulf, in Jordan, in Israel, that it is a sign of naiveté to believe that there are Islamists you can work with, and that Hamas might even be a group that you could work with. Is there a role for political Islam in these countries? Can we ever find a way to work with them?

HRC: I think it’s too soon to tell. I would not put Hamas in the category of people we could work with. I don’t think that is realistic because its whole reason for being is resistance against Israel, destruction of Israel, and it is married to very nasty tactics and ideologies, including virulent anti-Semitism. I do not think they should be in any way treated as a legitimate interlocutor, especially because if you do that, it redounds to the disadvantage of the Palestinian Authority, which has a lot of problems, but historically has changed its charter, moved away from the kind of guerrilla resistance movement of previous decades.

I think you have to ask yourself, could different leaders have made a difference in the Muslim Brotherhood’s governance of Egypt? We won’t know and we can’t know the answer to that question. We know that Morsi was ill-equipped to be president of Egypt. He had no political experience. He was an engineer, he was wedded to the ideology of top-down control.

JG: But you’re open to the idea that there are sophisticated Islamists out there? 

HRC: I think you’ve seen a level of sophistication in Tunisia. It’s a very different environment than Egypt, much smaller, but you’ve seen the Ennahda Party evolve from being quite demanding that their position be accepted as the national position but then being willing to step back in the face of very strong political opposition from secularists, from moderate Muslims, etc. So Tunisia might not be the tail that wags the dog, but it’s an interesting tail. If you look at Morocco, where the king had a major role in organizing the electoral change, you have a head of state who is a monarch who is descended from Muhammad, you have a government that is largely but not completely representative of the Muslim party of Morocco. So I think that there are not a lot of analogies, but when you look around the world, there’s a Hindu nationalist party now, back in power in India. The big question for Prime Minister Modi is how inclusive he will be as leader because of questions raised concerning his governance of Gujurat [the state he governed, which was the scene of anti-Muslim riots in 2002]. There were certainly Christian parties in Europe, pre- and post-World War II. They had very strong values that they wanted to see their society follow, but they were steeped in democracy, so they were good political actors.

JG: So, it’s not an impossibility.

HRC: It’s not an impossibility. So far, it doesn’t seem likely. We have to say that. Because for whatever reason, whatever combination of reasons, there hasn’t been the soil necessary to nurture the political side of the experience, for people whose primary self-definition is as Islamists.

JG: Are we so egocentric, so Washington-centric, that we think that our decisions are dispositive? As secretary, did you learn more about the possibilities of American power or the limitations of American power?

HRC: Both, but it’s not just about American power. It’s American values that also happen to be universal values. If you have no political—small “p”—experience, it is really hard to go from a dictatorship to anything resembling what you and I would call democracy. That’s the lesson of Egypt. We didn’t invade Egypt. They did it themselves, and once they did it they looked around and didn’t know what they were supposed to do next.

I think we’ve learned about the limits of our power to spread freedom and democracy. That’s one of the big lessons out of Iraq. But we’ve also learned about the importance of our power, our influence, and our values appropriately deployed and explained. If you’re looking at what we could have done that would have been more effective, would have been more accepted by the Egyptians on the political front, what could we have done that would have been more effective in Libya, where they did their elections really well under incredibly difficult circumstances but they looked around and they had no levers to pull because they had these militias out there. My passion is, let’s do some after-action reviews, let’s learn these lessons, let’s figure out how we’re going to have different and better responses going forward.

JG: Is the lesson for you, like it is for President Obama, “Don’t do stupid shit”?

HRC: That’s a good lesson but it’s more complicated than that. Because your stupid may not be mine, and vice versa. I don’t think it was stupid for the United States to do everything we could to remove Qaddafi because that came from the bottom up. That was people asking us to help. It was stupid to do what we did in Iraq and to have no plan about what to do after we did it. That was really stupid. I don’t think you can quickly jump to conclusions about what falls into the stupid and non-stupid categories. That’s what I’m arguing.

JG: Do you think the next administration, whoever it is, can find some harmony between muscular intervention—“We must do something”—vs. let’s just not do something stupid, let’s stay away from problems like Syria because it’s a wicked problem and not something we want to tackle?

HRC: I think part of the challenge is that our government too often has a tendency to swing between these extremes. The pendulum swings back and then the pendulum swings the other way. What I’m arguing for is to take a hard look at what tools we have. Are they sufficient for the complex situations we’re going to face, or not? And what can we do to have better tools? I do think that is an important debate.

One of the reasons why I worry about what’s happening in the Middle East right now is because of the breakout capacity of jihadist groups that can affect Europe, can affect the United States. Jihadist groups are governing territory. They will never stay there, though. They are driven to expand. Their raison d'être is to be against the West, against the Crusaders, against the fill-in-the-blank—and we all fit into one of these categories. How do we try to contain that? I’m thinking a lot about containment, deterrence, and defeat. You know, we did a good job in containing the Soviet Union, but we made a lot of mistakes, we supported really nasty guys, we did some things that we are not particularly proud of, from Latin America to Southeast Asia, but we did have a kind of overarching framework about what we were trying to do that did lead to the defeat of the Soviet Union and the collapse of Communism. That was our objective. We achieved it.

Now the big mistake was thinking that, okay, the end of history has come upon us, after the fall of the Soviet Union. That was never true, history never stops and nationalisms were going to assert themselves, and then other variations on ideologies were going to claim  their space. Obviously, jihadi Islam is the prime example, but not the only example—the effort by Putin to restore his vision of Russian greatness is another. In the world in which we are living right now, vacuums get filled by some pretty unsavory players.

JG: There doesn’t seem to be a domestic constituency for the type of engagement you might symbolize.

HRC: Well, that’s because most Americans think of engagement and go immediately to military engagement. That’s why I use the phrase “smart power.” I did it deliberately because I thought we had to have another way of talking about American engagement, other than unilateralism and the so-called boots on the ground.

You know, when you’re down on yourself, and when you are hunkering down and pulling back, you’re not going to make any better decisions than when you were aggressively, belligerently putting yourself forward. One issue is that we don’t even tell our own story very well these days. 

JG: I think that defeating fascism and communism is a pretty big deal.

HRC: That’s how I feel! Maybe this is old-fashioned. Okay, I feel that this might be an old-fashioned idea—but I’m about to find out, in more ways than one.

Great nations need organizing principles, and “Don’t do stupid stuff” is not an organizing principle. It may be a necessary brake on the actions you might take in order to promote a vision.

JG: So why do you think the president went out of his way to suggest recently that that this is his foreign policy in a nutshell?

HRC: I think he was trying to communicate to the American people that he’s not going to do something crazy. I’ve sat in too many rooms with the president. He’s thoughtful, he’s incredibly smart, and able to analyze a lot of different factors that are all moving at the same time. I think he is cautious because he knows what he inherited, both the two wars and the economic front, and he has expended a lot of capital and energy trying to pull us out of the hole we’re in.

So I think that that’s a political message. It’s not his worldview, if that makes sense to you.
JG: There is an idea in some quarters that the administration shows signs of believing that we, the U.S., aren’t so great, so we shouldn’t be telling people what to do.

HRC: I know that that is an opinion held by a certain group of Americans, I get all that. It’s not where I’m at.

JG: What is your organizing principle, then?

HRC: Peace, progress, and prosperity. This worked for a very long time. Take prosperity. That’s a huge domestic challenge for us. If we don’t restore the American dream for Americans, then you can forget about any kind of continuing leadership in the world. Americans deserve to feel secure in their own lives, in their own middle-class aspirations, before you go to them and say, “We’re going to have to enforce navigable sea lanes in the South China Sea.” You’ve got to take care of your home first. That’s another part of the political messaging that you have to engage in right now. People are not only turned off about being engaged in the world, they’re pretty discouraged about what’s happening here at home.

I think people want—and this is a generalization I will go ahead and make—people want to make sure our economic situation improves and that our political decision-making improves. Whether they articulate it this way or not, I think people feel like we’re facing really important challenges here at home: The economy is not growing, the middle class is not feeling like they are secure, and we are living in a time of gridlock and dysfunction that is just frustrating and outraging.

People assume that we’re going to have to do what we do so long as it’s not stupid, but what people want us to focus on are problems here at home. If you were to scratch below the surface on that—and I haven’t looked at the research or the polling—but I think people would say, first things first. Let’s make sure we are taking care of our people and we’re doing it in a way that will bring rewards to those of us who work hard, play by the rules, and yeah, we don’t want to see the world go to hell in a handbasket, and they don’t want to see a resurgence of aggression by anybody.

JG: Do you think they understand your idea about expansionist jihadism following us home?

HRC: I don’t know that people are thinking about it. People are thinking about what is wrong with people in Washington that they can’t make decisions, and they want the economy to grow again. People are feeling a little bit that there’s a little bit happening that is making them feel better about the economy, but it’s not nearly enough where it should be.

JG: Have you been able to embed your women’s agenda at the core of what the federal government does?

HRC: Yes, we did. We had the first-ever ambassador for global women’s issues. That’s permanent now, and that’s a big deal because that is the beachhead.

Secretary Kerry to his credit has issued directions to embassies and diplomats about this continuing to be a priority for our government. There is also a much greater basis in research now that proves you cannot have peace and security without the participation of women. You can’t grow your GDP without opening the doors to full participation of women and girls in the formal economy.

JG: There’s a link between misogyny and stagnation in the Middle East, which in many ways is the world’s most dysfunctional region.

HRC: It’s now very provable, when you look at the data from the IMF and the World Bank and what opening the formal economy would mean to a country’s GDP. You have Prime Minister [Shinzo] Abe in Japan who was elected to fix the economy after so many years of dysfunction in Japan, and one of the major elements in his plan is to get women into the workforce. If you do that, if I remember correctly, the GDP for Japan would go up nine percent. Well, it would go up 34 percent in Egypt. So it’s self-evident and provable.
