Poroshenko to Congress: A Choice Between Two Ways of Life

Ukrainian President Petro Poroshekno delivered an address to a joint session of the U.S. Congress on September 19, 2014. This text is from the Kyiv Post

* * *

Mr. Speaker,
Majority Leader,
Members of the House, Members of the Senate
Ladies and Gentlemen,
Let me thank you for your warmth and hospitality.
Addressing both houses of Congress is one of the highest political privileges.
Standing here, I am grateful – and fully aware that this honor goes not to me, but to the people of Ukraine – those brave men and women who are today on the forefront of the global fight for democracy!
Allow me speak to you on their behalf.
I will focus on one thing that is at the core of Ukraine’s existence today: freedom.
There are moments in history when freedom is more than just a political concept.
At those moments, freedom becomes the ultimate choice, which defines who you are – as a person and as a nation.
Ukraine has lived this moment over the last 10 months – and became the scene of the most heroic story of the last decade, a synonym for sacrifice, dedication and the unbreakable will to live free.
The people of Ukraine stood up to the corrupt regime of Yakukovych.
They stood their ground during this dramatic winter – and they are standing their ground right now!
The defenders of freedom were willing to sacrifice their lives for the sake of a better future. What is even more amazing, they won. Armed with only sticks and shields, they attacked the special police and chased them away.
The victory gained on the Independence Square in Kyiv, now known to the whole world as Maidan was a victory against police brutality, harassment by the state-controlled media, violence, and intimidation.
There is nothing more impressive than seeing hundreds of thousands of peaceful people forcing out a violent dictator, and changing the course of history.
Day after day, week after week, month after month – thousands upon thousands streamed into the streets of Kyiv, simply because their dignity didn’t allow them to remain passive and silent, while their liberties were at stake.
The stand-off on the Maidan lasted three months.
It culminated on February 20th and 21st – when over 100 protesters were shot by snipers.
We call them the “Heavenly Hundred”. We revere them as true national heroes.
We applaud their heroism!
Ladies and Gentlemen,
In February, when the world saw that no one could take away Ukraine’s freedom – an external aggressor decided to take away a part of Ukraine’s territory.
The annexation of Crimea became one of the most cynical acts of treachery in modern history.
Ukraine, which gave up the world’s third-largest nuclear potential in exchange for security assurances, was stabbed in the back by one of the countries who gave her those assurances.
Allow me to remind you: 20 years ago, in the Budapest Memorandum, Russia (along with the United States, the United Kingdom, France and China) vowed to provide for the inviolability of Ukraine’s state borders and territorial sovereignty.
In reality, what we got from Russia was annexation and a war that has brought Ukraine to the brink of its survival.
The Soviet Union had collapsed too quickly, creating the illusion that this chapter in history was closed, and that this story had come to the end.
But in the minds of the people, it has not ended. The imperialistic mindset is still there. Nostalgia for the Soviet Union and the dismissal of the settlement that ended the Cold War has been cultivating revisionist instincts.
In 2008, Russian troops occupied Abkhazia and South Ossetia. Now they have invaded Ukraine.  The right to protect ethnic Russians, and even Russian speakers, can and already has become a reason to fan the flames of war. Besides Ukraine, the Russian speakers reside in Moldova, Georgia, Kazakhstan, the Baltic States, Poland, Romania, Bulgaria.
Moldova, Georgia, Ukraine – what happens next?
Many things, including the effectiveness of the global non-proliferation system, will be put to a severe test and judged depending on the response of America, and the world, to that question.
Even NATO allies are at risk. As if to underline this point, two days after President Barack Obama’s visit to Estonia, the day the NATO summit ended, an Estonian intelligence officer was abducted and accused of espionage.
The security assurances that were extended to Ukraine then have failed to work, proving that no agreements or treaties can secure world order.
So, what can bring peace and maintain it? - Common values, cooperation, and interdependence; leadership, and responsibility.
Therefore, I urge you not to let Ukraine stand alone in the face of this aggression.
The United States made a commitment that it would stand behind Ukraine’s territorial integrity – and we hope that it will live up to that promise.
Democracies must support each other.
They must show solidarity in the face of aggression and adversity.
Otherwise, they will be eliminated – one by one.
The aggression against Ukraine has become one of the worst setbacks for the cause of democracy in the world in years.
With just one move, the world has been thrown back in time – to a reality of territorial claims, zones of influence, criminal aggression and annexations.
Within two weeks Crimea was invaded and annexed.
Ukraine was not prepared to face the enemy.
The consequences were devastating.
The post-war international system of checks and balances was effectively ruined.
The world was plunged into the worst security crisis since the US-USSR stand-off of 1962.
Today, we are witnessing another attempt at dividing the world, and Ukraine stands at the center of this attempt.
The outcome of today’s war will determine whether we will be forced to accept the reality of a dark, torn, and bitter Europe as part of a new world order.
These Ukrainian army, these young boys (underequipped, and often unappreciated by the world) are the only thing that now stands between the reality of peaceful coexistence and the nightmare of a full relapse into the previous century and a new cold war.
And should that happen, then this would neither be the end of it, nor the worst of it.
The war that these young men are fighting today is not only Ukraine’s war.
It is Europe’s, and it is America’s war, too. It is a war of the free world – and for a free world!
Today, aggression against Ukraine is a threat to global security everywhere. Hybrid proxy wars, terrorism, national radical and extremist movements, the erosion of international agreements, the blurring, and even erasing, of national identities: all of these threats now challenge Europe. If they are not stopped now, they will cross European borders and spread throughout the globe.
To prevent this, thousands of Ukrainian soldiers are in the line of fire right now.
Speaking in the United States Congress, from this high beacon of freedom, I want to thank them for their sacrifice!
I urge the world to recognize and endorse their fight!
They need more political support!
And they need more military equipment – both non-lethal and lethal.
Blankets and night-vision goggles are important.
But one cannot win a war with blankets!
I thank all those in America who realize and appreciate the historic importance of this fight.
Just like Israel, Ukraine has the right to defend her territory – and it will do so, with all the courage of her heart and dedication of her soul!
I urge America to help us and to rise and be equal to its natural and manifest role – I urge America to lead the way!
Ukraine has always had a special bond with the United States.
Today, Ukraine is taking shape as America’s natural and consequential partner in the region.
This partnership is not circumstantial.
It has not come about because we find ourselves “in the same boat”.
It came about because, in the moment of existential crisis, Ukraine’s choice was the same as America’s: freedom, democracy, and the rule of law.
In a time of Europe’s skepticism and Russia’s open, unprovoked hostility, Ukrainian citizens have been ready to give their lives to see Ukraine democratic and free.
Circumstantial “boats” can change. The nature of a people cannot.
It is in the nature of the Ukrainian people to tolerate no dictators and to strive for their freedom – no matter what.
Given today’s situation, Ukraine’s democracy will have to rely on a strong army.
In the upcoming years, building a strong military will be another existential test for Ukrainian democracy.
I see it as my utmost duty to rectify the damage done to the Ukrainian military and to give Ukraine a strong, modern army that we can be proud of.
With this in mind, I strongly encourage the United States to give Ukraine special, non-allied partner status.
I also ask that the United States be forceful and stand by its principles with respect to further sanctions against the aggressor.
Economic sanctions are important for many reasons.
They help to distinguish between good and evil.
They help us defend and stand the moral high ground and not to sink into indifference disguised as pragmatism.
I understand that the wars of the last decade have taken a heavy toll on the economy of the West.
I understand that American citizens and taxpayers want peace, not war.
So do Ukrainian citizens and taxpayers.
However, there are moments in history, whose importance cannot be measured solely in percentages of GDP growth.
Ukraine’s war is the only war of the last decade that is purely about values.
One nation decided to be free and democratic.
Another nation decided to punish her for this.
The world simply cannot allow this kind of behavior!
“Values come first” – this is the truth the West would remind Ukraine of over the last years.
Now it is Ukraine’s turn to remind the West of this truth!
Allow me to also say this: there is no way, at no price, and under no condition, that we will ever put up with Crimea’s occupation.
Ending the occupation and annulling the annexation is not only an integral precondition to a full normalization of relations between Ukraine and Russia.
It is also an integral precondition to Crimea’s prosperity and modernization!
Until this precondition is fulfilled, I urge America and the world to stand united in sending a signal to the aggressors of today and of the future, that the policy and practice of annexation will never be tolerated.
Clearly I am not talking about a military solution of the Crimean problem.
This will be a dilemma for many years; a choice between two ways of life and two political, economic, and social systems.
But I have no doubt that in the long run the system that offers the greater freedom will prevail.
It always does!
Ladies and Gentlemen,
The last half-year has been a time of ultimate challenge for millions of Ukrainians.
It was a time of heroism and sacrifice.
To many – it became the ultimate sacrifice.
Let me share with you two human stories that illustrate my point.
On March 3rd, when the occupation of Crimea just started, there was one man in the Crimean city of Simferopol who did the unthinkable.
When millions felt paralyzed and stunned at what was unfolding before their eyes, Reshat Ametov, a 39-year-old father of three, decided not to be silent.
This brave son of the Crimean Tatar people went on a one-man protest in front of the occupied City Hall.
He did nothing more than hold a sheet of paper that said “NO to Occupation!”
A group of unknown people arrested him and transported him away – in the plain sight of dozens of witnesses and in front of TV cameras.
Two weeks later he was found tortured and executed – mafia-style.
Just the thought of this man’s final tormented minutes sends chills down my spine.
I ask myself – what made this hero do what he did?
And I can find no other answer than – he did it for freedom; so that his children would not face slavery like that of a neo-Stalinist dictatorship.
I am convinced that years from now, when Crimea’s occupation will belong to the past, the Crimean people will think about what he did and salute his braveness – just like I do now!
Ukraine will always stand together with the Crimean Tatar people, whose language, rights, and culture are being trampled upon right now – as they were many years ago under Soviet rule.
I urge America and the world not to be silent about these crimes.
It is Ukrainians and Crimean Tatars who are being oppressed in Crimea today.
And it is time for all people of good will to rephrase John Kennedy’s words from over 50 years ago: “I am a Crimean Tatar!” – and there is nothing that would make me give up my freedom!
Let me also commemorate Volodymyr Rybak, a 42-year-old father of two, and a member of the municipal parliament of East Ukrainian Horlivka.
On April 15, he confronted the separatists and Russian special-ops officers over a separatist flag that they were trying to hoist atop the local administration building.
Just like Reshat Ametov – he was abducted and tortured.
His last hours must have been unthinkable. His body was badly mutilated.
Today I stand here – in awe of this tragedy, and of the courage and sacrifice of this man, and of the courage and sacrifice of millions of Ukrainians.
From the bottom of my heart, I deeply believe that there will be a time (and very soon!), when Horlivka’s central square will be named after Volodymyr and when schoolchildren will bring flowers to his monument.
Ladies and Gentlemen,
Make no mistake: Europe’s, and the world’s, choice right now is not a choice between a uni-polar and a multi-polar order.
Neither is it a choice between different kinds of civilizations.
It is a choice between civilization and barbarism.
And while standing at this juncture, before this great trial – the democratic world cannot shrink or hesitate!
We do not want to see all the democratic accomplishments of the last decades to be erased and to have been for nothing.
The free world must stand its ground. And with America’s help – it will!
We live in a world that is mutually reliant and interconnected.
In this world, the aggression on one democratic nation is aggression against all.
If anyone had doubts about this, if anyone was hoping “to sit it out” while Ukrainians and Russians continue killing each other – this ended on July 18th, when a Russian missile launched by a Russian mercenary shot down the civilian Boeing-777.
298 innocent, peaceful people, many of whom were flying on their vacations in the South, met their ultimate demise in the steppes of Ukraine.
Their cold-blooded killing (just like the barbaric treatment of their remains afterwards) showed that whoever floods Europe with uncontrolled weapons – puts millions of lives at risk. For years and decades to come.
This was an indisputable brutal act of terror. Unfortunately, it was this tragedy that gave a wake up call to many in the world about the situation in Ukraine.
Long after wars end – the fear and hate linger on.
How many more deaths will be caused by the handguns handed out, with absolutely no controls or accountability, in those regions?
How many innocent children will step on land mines so massively utilized by separatists?
How many lives will be ruined and souls poisoned by the propaganda machine?
The act of pumping the region full of uncontrolled arms  represents a policy of state-funded terrorism – and it needs to stop now!
The cynical downing of the Malaysian Boeing revealed one more important thing: we are now at the forefront of the fight against terrorism.
And we need to join our efforts to effectively respond to this challenge.
With this said, people throughout the world are asking the same questions.
“Are we on the eve of a new cold war?”
“Is the possibility of a new, terrible and unimaginable European war there?”
“Is what until recently seemed unthinkable now becoming a reality?”
Sadly, today, the answer to these questions is – “Yes.”
However, we cannot and must not accept this as an inevitability.
As recently as 2008, the then president of Russia ran his election campaign under the slogan “Freedom is better than non-freedom.”
I am sure that, despite the Crimean annexation and the ongoing aggression, millions of Russians still remember that slogan and take it seriously.
Let’s remind them of it!
Let’s show them that freedom is not a luxury (as some try to convince them), but a necessity – and a precondition for the true success of a nation!
I am convinced that the people of Ukraine and the people of Russia have enough goodwill to give peace one last chance and prevail against the spirit of hate.
That’s why my presidency began with a Peace Plan and a one-sided ceasefire.
That’s why we are holding our fire now.
That’s why two armies stand before each other – without massively shedding each other’s blood.
And if things work out right – they will not have to!
I am in daily contact with the leaders of the world, including the leader of Russia.
The dialogue is not easy. Over these last months, too much goodwill was destroyed.
Too much hate was generated – naturally and artificially.
Too many people have died.
Based on that, I feel there is a growing mutual recognition that enough is enough!
The bloodshed must stop! The pandemic of hate must be localized and contained!
As president, looking in the eyes of the mothers and wives of the dead soldiers and civilians has been my hardest duty.
No one can take it lightly. Today, it’s my burden – and the burden of President Putin.
As he lit a candle in a Moscow church to remember those who perished in this war last week – I did the same in Kyiv.
And from the bottom of heart, I deeply, profoundly wish that church candles would be the only things burned in Ukraine from now on.
Over the last months, Ukrainians have shown that they have the courage to stand up to the most powerful enemy.
We will never obey or bend to the aggressor. We are ready to fight.  But we are a people of peace.
I am ready to do my utmost to avoid a further escalation and casualties – even at this point, when the war has already started feeding on itself.
Sooner or later, peace will return to Ukrainian homes.
And despite the insanity of this war, I am convinced that peace can be achieved – sooner rather than later!
I am ready to offer those who live in Donbas more rights than any part of Ukraine has ever had in the history of the nation.
I am ready to discuss anything – accept one thing – Ukraine’s dismemberment.
And I am confident: if this war is about rights, and not about geopolitical ambitions – a solution must, and will be, found!
 Ladies and Gentlemen,
In 1991, independence came to Ukraine peacefully.
Yet, the more real this independence became – the higher grew its cost.
Today that cost is as high as it gets.
While fighting this war, we learn to value independence and to recognize true friends.
And at no point to we ever forget WHY we need independence.
We need it to have a country worthy of the dreams of our ancestors.
We need a state that would give its citizens a life of dignity, fairness and equal opportunity.
To reach this goal – we will have to root out the sins that drained Ukraine’s potential for such a long time and made the two decades of independence a time of lost opportunities.
We are painfully aware of these sins, largely inherited from the era of Soviet decay: corruption, bureaucracy and the self-preserving cynicism of political elites.
There is a saying that each people deserve the government it gets.
Ukraine’s two revolutions within a single decade show that Ukraine needs and deserves deep and profound modernization in all spheres – of the kind that brought economic success to our Western neighbors.
Given the current situation in and around Ukraine, the implementation of comprehensive reforms is not a matter of Ukraine succeeding, but of Ukraine surviving.
Deeply aware of that, I gave my voters this pledge – and I will stick to it!
With the Ukraine-EU Association Agreement signed and ratified this treaty simultaneously in the Ukrainian and the European Parliament – we have a clear path of reforms before us.
Never in the history of the European Union was there a document that was paid for so dearly – at such incredible human cost and sacrifice.
And this sacrifice, the memory of the hundreds dead and wounded, will be one more reason and incentive to hold to this unique chance to make Ukraine live up to its potential.
Ukraine needs modern governance and non-corrupt public administration!
Ukraine needs to delegate more powers to local communities!
Ukraine needs to rely more on its strong, vibrant, and dynamic civil society!
Ukraine is building a new model of managing its state and economic affairs, where merit and hard work are duly rewarded!
Ukraine needs know-how, technology, and new start-ups to become better integrated with the global economy.
And for all that – we need America’s help!
In particular, I ask the Congress to create a special fund to support investments of American companies in Ukraine, and to help us with reforming our economy and our justice system!
I assure you that all aid received from the West will be utilized by non-corrupt institutions and that the new generation of officials will make sure the funds are distributed effectively.
Ladies and Gentlemen,
We called our revolution the Revolution of Dignity.
Human dignity was the driving force that took people to the streets.
This revolution must result in an education of dignity, an economy of dignity, and a society of dignity.
Human dignity is what makes Ukraine’s heart beat and Ukraine’s mind look toward a new and better version of itself.
Human dignity is the one thing we have to oppose to the barbarism of those attacking us.
It is the one thing that we can set against the sea of lies in which the highly sophisticated and well-funded machine of Russian propaganda is trying to drown the truth about Ukrainian democracy.
In the coming years, too many things will depend on Ukraine’s success.
This success will be determined by Ukraine’s new leadership, by its new political generation and by the newly mobilized society of Ukraine.
Ukraine truly makes a difference.
By supporting Ukraine, you support a new future for Europe and the entire free world.
By supporting Ukraine, you support a nation that has chosen freedom in the most cynical of times.
In Ukraine, you don’t build a democracy – it already exists. You just defend it!
This is what makes Ukraine unique, and its struggle deeply and profoundly different from other conflicts on the world scene.
This is what makes Ukraine the ultimate test of adherence to the ideal of freedom!
“Live free or die!” – was one of the mottos of the American Revolutionary War.
“Live free or die!” – was the spirit on the revolutionary Maidan during the dramatic winter months of 2014.
“Live free or die!” are the words of Ukrainian soldiers standing on the line of freedom in this war.
“Live free!” – must be the answer, with which Ukraine comes out of this war.
“Live free!” – must be the message Ukraine and America send to the world, while standing together in this time of enormous challenge.
Thank you!

A few other items to put Poroshenko’s speech in Congress in context:

Jason Ditz of antiwar, com notes: “Poroshenko, and indeed other officials in the new Ukrainian government, have wildly varied their rhetoric in recent days, talking up peace and concessions when addressing eastern Ukraine, promising a great war to wipe them out when talking to hawkish ultranationalists in the west, and presenting a nigh-apocalyptic vision of a war on Russia when addressing potential donors.”

From the BBC:

Ukrainian President Petro Poroshenko stressed that the legislation giving the special status to parts of Donetsk and Luhansk regions for three-years would guarantee the "sovereignty, territorial integrity and independence" of Ukraine, while paving the way for decentralisation.
The amnesty affects the rebels, but does not cover the shooting down of the MH17 passenger plane in July.

Western leaders believe rebels shot down the Malaysia Airlines jet with a Russian missile - a charge the rebels and the Kremlin deny.

The legislation means that pro-Russian separatists taken prisoner in the fighting should now be released.

Separatists holding government buildings are now supposed to leave them, hand over captured Ukrainian soldiers and other prisoners and surrender their weapons.

Rebels accused of other "grave" crimes will not be covered by the new amnesty either.

But some Ukrainian lawmakers described the self-rule law as a sell-off of Ukraine in what they see as a war against Russia.

"A capitulation was announced today in this war," Oleh Tiagnybok, the leader of the nationalist Svoboda party, was quoted as saying by the Ukrainska Pravda website.

Andriy Shevchenko, an MP in the Batkivshchyna party led by former Prime Minister Yulia Tymoshenko, said he was "ashamed of this parliament".

He said the law was voted in "a secret regime", violating normal parliamentary procedures.

Meanwhile, Andrei Purgin, a rebel leader in Donetsk, told AFP news agency that the eastern region "no longer has anything to do with Ukraine".

"Ukraine is free to adopt any law it wants. But we are not planning any federalism with Ukraine." . . .

Kiev Church Leader: Putin Looking at Eternal Damnation

This statement by the leader of Kiev’s Orthodox Church was posted in English, Russian, and Ukrainian on the website of the Ukrainian Orthodox Church, Kiev Patricharate:

* * *

And Cain said to Abel his brother: [let’s go to the field]. And when they were in the field, Cain rose up against Abel his brother, and slew him. And the LORD said unto Cain, Where is Abel thy brother? He said: I do not know; Am I my brother's keeper?  Genesis 4: 8-9

Dear brothers and sisters, all people of good will!

With great regret I have to say now publicly that among the rulers of this world upon the fact of baptism, belonging to the Orthodox Church, appeared a real new Cain - not by name, but by deeds.

These matters indicate that the abovementioned governor as the first in the history fratricide Cain, came under the action of Satan.

From the Holy Scriptures, we know that two great sins, murder and lie are in close unity with each other, as the ruler and the inspiratior of both is the devil. Therefore, anyone who indulges in these sins, according to the Savior, has the devil as his father, "your father is the devil; and you want to fulfill the lusts of your father. He was a murderer from the beginning, and abode not in the truth, because there is no truth in him. When he lies, he speaks his native language, for he is a liar and the father of lies "(John 8:44).

"From everyone to whom much is given, much will be required, and who has been entrusted with more will be asked" - says the Lord Jesus Christ (Luke 12:48). A lot of power was given into the hands of the abovementioned ruler, but both the world and we are witnessing the fact that he drew this power not on good deeds, but on evil.

It was at his behest that the media in his country day and night in many languages spread cynical lie about Ukraine, sow enmity against the Ukrainian people, and against our desire to be independent and build our own sovereign state, they provoke bloodshed and murder in the Donbass.

He says outright and blatant lies: organizing and sending killers mercenaries to our country, speaks of "internal conflict", to which he allegedly is not involved; sending to Ukraine his troops, he publicly states that these forces are not present there. At the time when in Ukraine the perished soldiers, defenders of the Fatherland are buried as heroes, the soldiers of his country, who died in the Donbas, are buried secretly, carefully concealing the truth about the circumstances of their death.

This ruler is cynically lying, saying that his country is not a party to the conflict in Ukraine - although he did everything in order to foment the conflict and maintain it.

Numerous victims are the consequence of his actions. In recent months, soldiers are killed every day and volunteers, who protect Ukraine from the aggressor, which loves to call himself our brother. The fighting affects millions of civilians and tens of thousands are forced to flee from war, hundreds were killed. Cities and villages of the Donbass turn into ruins.

Seeing this, and as the Patriarch, being responsible before God for the Orthodox Ukrainian people, I affirm that the greatest blame for all this lies on the abovementioned governor. In his will and power is to immediately stop the bloodshed and death, but it is for the sake of his pride he continues to multiply evil. He calls himself a brother to the Ukrainian people, but in fact according to his deeds, he really became the new Cain, shedding the brotherly blood and entangling the whole world with lies.

His lie is misleading some people, and they think that in fact this ruler protects traditional spiritual and moral values ??from the ravages of globalization. But the fruit of his actions, which the Gospel calls us to evaluate, suggest otherwise.

Therefore, to the tempted with lies, and especially to the Orthodox, both in Ukraine and all over the world, I recall the words of the Savior: "Beware of false prophets, which come to you in sheep's clothing, but inwardly they are ravening wolves. By their fruits ye shall know them. Do men gather grapes of thorns, or figs of thistles? Even so, every good tree bears good fruit, but a bad tree bears bad fruit. A good tree can not bring forth evil fruit, neither a corrupt tree bring forth good fruit. Every tree that bringeth not forth good fruit is hewn down, and cast into the fire. So by their fruits ye shall know them "(Matthew 7: 15-20).

Calls for this ruler and his minions have already been sounded many times publicly - to think again, to stop sowing evil and death, to repent. But it seems that he remains deaf to these appeals and only multiplies evil, because satan went into him, as into Judas Iscariot.

However, relying on God's mercy to all sinners, yet we maintain hope on repentance of this ruler and refer to him the call of millions of people:” Stop, cease the multiplication of lies and murder, come to your senses!

For your actions you separate yourself from the Orthodox Church and God, doom yourself to an ignominious end of this life and eternal damnation in hell - in the life of the future world. For all the blood that was shed at your will, and the evil done by your order, your punishment will be the same as the punishment of the liar and fratricide Cain - the curse and eternal damnation.

If you do not repent, the words of Scripture will be fulfilled on you: "He loved cursing, so - and it will come to him; delighted not in blessing, - and it is from him; He clothed cursing as with a garment, so let it come out like water, into his bowels and like oil into his bones; let it be unto him as the garment which he dresses like a belt tied forever around him. Such is the reward of my adversaries from the LORD, and speaking evil against my soul "(Psalm 108: 17-20). From this penalty you can be saved only by sincere repentance, confirmed by deeds, not by flattering words of church hierarchy dependent on you, headed by the Patriarch of the country led by you.”

Also I call on the faithful in Ukraine to pray for a fair trial and a worthy nemesis from God to this ruler. Do not be afraid of his power - because in comparison with the power of God, it is nothing, and though his heart became cruel, as the heart of the ancient Pharaoh, but the end of his strength is close.

Remember, brothers and sisters, the words of Scripture, and let your heart not doubt that the truth and power of God will win the latest Cain and the new Pharaoh, from slavery to which the Lord brings Ukraine out. "As Pharaoh approached, the Israelites looked up, and behold, the Egyptians marched after them: and they were sore afraid, and the Israelites cried out to the Lord, and said unto Moses, Because there were no graves in Egypt, hast thou taken us away to die in the wilderness? What have you done to us by bringing us out of Egypt? Is not this the word that we did tell thee in Egypt, saying, Let us alone, that we may serve the Egyptians? For it is better for us to serve the Egyptians than to die in the wilderness. And Moses said unto the people, Fear ye not, stand still - and see the salvation of the LORD, which he will shew to you to day: for the Egyptians whom you see today you will never see them again forever The Lord will fight for you, and you do not worry "(Exodus 14, 10-14).

I call on God's blessing to Ukraine and our pious people!

Filaret, Patriarch of Kyiv and All Rus-Ukraine, New Cain, Ukrainian Orthodox Church, September 5, 2014

* * *

The following news report from Reuters first drew my attention to the speech.

President Vladimir Putin has fallen under the spell of Satan and faces eternal damnation unless he repents, a top Ukrainian clergyman said on Saturday in an unusually blunt statement that squarely blamed the Russian leader for the war in Ukraine.

Patriarch Filaret heads the Kiev Patriarchate, a branch of the Orthodox Church that broke away from Moscow in 1992 after the fall of the Soviet Union and the declaration of an independent Ukraine.

His church, a rival of the Moscow Patriarchate which is closely linked to Putin, strongly supports Ukrainian nationhood and the Kiev government's struggle to defeat pro-Russian separatists in eastern Ukraine.

"With great regret I must now say publicly that among the rulers of this world ... there has appeared a new Cain, not by his name but by his deeds," Patriarch Filaret said, invoking the Biblical character who killed his brother Abel.

"Like the first fratricide of history Cain, these deeds show that the afore-mentioned ruler has fallen under the action of Satan," he said in the statement, published on the patriarchate's website in Ukrainian, Russian and English. (here)

The statement, entitled "New Cain", was released on the first full day of a ceasefire between Ukrainian forces and pro-Russian rebels. At least 2,600 people have died in fighting in eastern Ukraine since it erupted in April.

Putin is a baptized Orthodox Christian and has forged close ties with Russia's Orthodox Church, seeing it as a valuable ally in his battle with what he sees as a decadent Western world.

Filaret, who recently took over the Kiev patriarchate, said Putin had deliberately stoked the conflict in Ukraine by sending mercenaries, troops and weapons across the border and had spread lies via Russia's mass media about what was really happening.

Putin denies sending Russian troops into Ukraine or arming the separatists, despite what Kiev and its Western backers say is overwhelming evidence to the contrary.

"This ruler is cynically lying, saying his country is not a party to the conflict in Ukraine, though he did everything in order to foment the conflict and maintain it," said Filaret.

"He calls himself a brother to the Ukrainian people, but in fact according to his deeds, he has really become the new Cain, shedding the brotherly blood and entangling the whole world with lies," Filaret said.

Filaret urged the Orthodox faithful to pray that Putin would "come to his senses". Otherwise, the patriarch added, he would face "an ignominious end and eternal damnation in hell".

Ukraine PM Yatsenyuk Rejects Putin Plan

Arseniy Yatsenyuk, Prime Minister of Ukraine, rejects Putin's seven-point plan:

"Seven points" suggested by the Russian President, allegedly to resolve the crisis in Ukraine, remarkably imply the plan of salvation for the Russian terrorists. The Prime Minister of Ukraine Arseniy Yatsenyuk announced.

"This is yet another "plan" - an attempt to confuse the international community before the NATO Summit and a try to avoid the inevitable decisions of the European Union on imposing a new wave of sanctions against Russia", - said the PM.

“A real plan of Putin is destruction of Ukraine and resumption of the USSR,” he emphasized.
According to the Prime Minister, we feel no trust in any plan of the Russian president: “All previously approved by Russia understandings – in Geneva, Normandy, Berlin, Minsk – were just ignored or violated blatantly by the Russian regime”.

“The best plan to stop war of Russia against Ukraine can be comprised of the only point: Russia withdraws their regular troops, mercenaries and terrorists from Ukrainian territory. Then peace will be reinstated in Ukraine,” the Head of Government highlighted.

“We expect decisions of the NATO and the European Union how to stop the aggressor,” Arseniy Yatsenyuk declared.

Kyiv Post: Ukraine Betrayed

From an editorial at the Kyiv Post, "Ukraine Goes it Alone," June 12, 2014:

* * *

The best part about being independent journalists is that we can express ourselves freely, unencumbered by the need to lie in order to put a diplomatic or happy face on a cold reality.
So while the West, including the United States and Europe, say they support Ukraine in its crisis, the reality tells a different story. The West has spoken and the message is: Ukraine, you are on your own in saving your nation. Good luck. We’ll extend you billions of dollars in credit and millions in aid, but we’re not going to change business as usual – or take any economic hit – by confronting Russia. We’ll jawbone Vladimir Putin all we can, but that’s it.
Some in the West are even aiding and abetting Moscow’s gangster state.
France will lose credibility if its slimy leaders go through with the $1.6 billion sale of two Mistral warships, designed to attack from the sea.
As for Germany, its business lobby won out in persuading German Chancellor Angela Merkel that an already fat and happy nation cannot shave a few points off its growth in gross domestic product by isolating Russia and cutting contracts and ties.
The United Kingdom continues its game of talking tough and doing nothing to upset the London financial system of laundering dirty money from Russian oligarchs and other criminals. It is left to Prince Charles to call out Putin’s Hitler-esque behavior.
And the U.S. continues to be led by a president who wants to get to the end of his second term without taking many courageous stands in foreign affairs. America will continue to put balm on Ukraine’s wounds with millions here and there, but it’s not going to give Ukraine anything significant in the way of military equipment, training and intelligence to defend itself.
And the global energy giants – who dictate policy to governments – will continue to do business with Russia.
The fecklessness – yes, U.S. Sen. John McCain, you got it right – is made all the more shameful by the West’s shameless retreat from the 1994 Budapest Memorandum. The current crop of Western leaders – Barack Obama, David Cameron, Francois Hollande, Merkel – will never be featured in a book entitled “Profiles in Courage.”
Courageous leaders should see Russia’s assault on Ukraine and the global world order for the opportunity it presents to get rid of Putinism, once and for all, and with it the other post-Soviet dictatorships of Ilham Aliyev, Alexander Lukashenko, Nursultan Nazarbayev and so on. Instead, these leaders will leave their successors to manage a new world order in which the use of chemical weapons, military aggression and nuclear weapon proliferation are not punished, as large nations bully smaller ones.
In remarks to Time, an odd choice for his first interview as president, Petro Poroshenko recognized the reality that no nation is prepared to guarantee Ukraine’s sovereignty or protect it from further attacks. The global order is broken. “When one of the veto-holding members of the U.N. Security Council has in effect become an aggressor, that shows that the old system isn’t working,” Poroshenko astutely told Time.

French FM Fabius: No to Ukraine on EU Membership

On his return from the inauguration ceremony of Petro Poroshenko in Ukraine, French Foreign Minister Laurent Fabius told a French TV channel that EU membership was not in the cards for Ukraine. This was in striking contrast with Pereshenko's own promises in his inaugural address.

"When I talk with my European colleagues it becomes clear that most of them do not support the idea of Ukraine joining the EU. It is obvious," he said.

However, according to Mr. Fabius, Poroshenko's inauguration speech was "obviously pro-European." Perhaps even too pro-European "than the EU countries wanted," the minister remarked.

According to Mr. Fabius, none of his "Western colleagues want Ukraine to join NATO" either, "not even the Americans."

Poroshenko: Inaugural Address

This English translation of Petro Poroshenko's inaugural address on June 7 appeared in the Kiev Post.

* * *

We, Ukrainians, "are a living spark in the family of European nations and active members of European civilizational work". These are the words of Ivan Franko.

"To stand with one's feet and heart in Ukraine and one's head in Europe," Mykhailo Drahomanov commanded.

The return of Ukraine to its natural, European state has been long-awaited by many generations.

Dictatorship that ruled Ukraine in recent years sought to deprive us of this prospect - people rebelled.

Victorious Revolution of dignity has not only changed the government.

The country has changed. People have changed.

The time of inevitable positive changes has come.

To implement them, we need first of all peace, security and unity.

A real war, planned and unleashed in the Ukrainian Donbas, became an obstacle for enormous opportunities that opened for the European modernization of Ukraine after the fall of tyranny.

Until now, many people thought that we got independence without any difficulty.

It is not true! Entire generations of Ukrainian patriots struggled for our independence.

Heroes of Nebesna Sotnya died for it.

Warriors and civilians of Ukraine die for it.

Let us honor the memory of those who died for freedom and independence of Ukraine with a moment of silence.

Moment of silence

I become a President to preserve and strengthen the unity of Ukraine.

To ensure lasting peace and guarantee reliable security.

I know: peace is the main thing aspired by the people of Ukraine today.

The Head of State has a wide choice of various instruments to ensure territorial integrity of Ukraine and peaceful life of citizens.

I will have enough powers and determination. I do not want war. I do not want revenge. Even though there are great sacrifices of the people of Ukraine before my eyes.

I want peace and I will secure the unity of Ukraine. Thus, I begin my work offering a peaceful plan.

I strongly urge everyone who illegally took weapons in their hands to lay them down.

In response, I first of all guarantee the exemption from criminal responsibility for those who do not have blood of Ukrainian soldiers and civilians on their hands.

And those who is not involved in funding terrorism.

Second, controlled corridor for Russian mercenaries who would like to return home.

Third, peaceful dialogue.

Certainly, not with "strielky", "abvery", "bisy" and other criminals.

I am speaking of the dialogue with peaceful citizens of Ukraine.

Even with those who have different opinion on the future of Ukraine. Today, I would like to address compatriots from Donetsk and Luhansk regions.

Dear our brothers and sisters, compatriots!

Many of you have already felt the "pleasures" of the rule of terrorists.

In addition to pillage and abuse of civilians, they led the economy of the region, which has already been in crisis conditions, to the brink of total disaster.

But under no circumstances will we leave you in the lurch.

Nationwide presidential elections has put a bold cross on the myth of allegedly illegitimate Kyiv authorities.

This myth has been created by Russian propaganda and clan of Yanukovych who betrayed the Donbas and robbed it even more than the whole country.

He has been inseparably ruling Donetsk region for 17 years. And now, he is funding terrorists.

It is he who shall be totally responsible for political and socio-economic situation of the region.

For unemployment, for poverty and for refugees.

For killed citizens and for mothers' tears.

As President, with what will I come to you in the nearest time?

With peace.

With project of government decentralization.

With guarantee of free usage of Russian language in your region.

With strong intention not to divide people into right and wrong Ukrainians.

With respect for the specifics of regions. For the right of local communities to their peculiarities in the issues of historic memory, pantheon of heroes, religious traditions.

With project on creation of jobs in the East of Ukraine elaborated jointly with our partners from the EU before the elections.

With the prospect of investment, with draft program for the economic reconstruction of the Donbas.

Today, we need a legitimate partner for the dialogue. We will not speak to bandits. Acting local deputies do not represent anyone there already. We are ready to declare early local elections in the Donbas.

This is my peaceful plan for the Donbas and the whole country.

The issue on territorial integrity of Ukraine is not subject to discussion.

I have just sworn "with all my undertakings to protect the sovereignty and independence of Ukraine" and I will always be faithful to this sacred promise.

The number of people with whom I was honored to communicate in the course of the election campaign has exceeded one million.

Ukraine is diverse, but it is strong and single in spirit!

Striving for peace and unity of our state prevails in all regions of Ukraine.

I am deeply impressed with patriotism of citizens in southern and eastern regions, from Odesa to Kharkiv.

Peace has not come yet, but today we can confidently say that hard challenges united Ukrainian family.

They strengthened us as Ukrainian political nation which is confident in its European choice.

Our people has never been so strong.

But freedom is not given once and forever. One must always struggle for it.

Peace that we hope to achieve in the nearest time will not last long unless we strengthen our security properly.

For peace to become lasting, we must get used to living in constant combat readiness.

We have to keep the gunpowder dry.

Army and its re-equipment by means of national military-industrial complex is our top priority.

Moreover, state orders for military-industrial enterprises will give a boost to reindustrialization of the economy.

Those who grudge money for the armed forces feed foreign army.

Our army must become a true elite of the Ukrainian community.

The word "general" must be associated with the word "hero", not with the word "corruption".

We must do ourselves everything to ensure lasting peace and security of Ukraine.

Our most reliable allies and the best guarantors of peace are our army, fleet, the National Guard and professional special forces!

Nobody will protect us until we learn to defend ourselves.

I will use my diplomatic experience to ensure the signature of an international agreement that would replace the Budapest Memorandum.

Such agreement must provide direct and reliable guarantees of peace and security - up to military support in case of threat to territorial integrity.

Any aggressor on the border of Ukraine must remember the saying from the Gospel: for all they that take the sword shall perish with the sword.

Citizens of Ukraine will never enjoy the beauty of peace unless we settle down our relations with Russia.

Russia occupied Crimea, which was, is, and will be Ukrainian soil.

Yesterday, in the course of the meeting in Normandy, I told this to President Putin - Crimea is Ukrainian soil. Period!

There can be no compromise in the issues on Crimea, European choice and state structure.

Anything else shall be discussed and negotiated.

Any attempts of external and internal enslavement of Ukrainians meet and will meet the most determined resistance.

We want to be free.

To live in a new way means to live freely under a political system that guarantees rights and freedoms of person and nation.

I would like to emphasize my commitment to parliamentary-presidential republic.

No usurpation of power!

European democracy for me is the best form of government invented by mankind.

It is the European choice which tells us that significant part of powers must be immediately delegated from the center to local governments.

Reform on decentralization will begin this year with amendments to the Constitution.

Newly elected local councils will receive new powers.

Still, Ukraine was, is and will be a unitary state.

Dreams of federation have no grounds in Ukraine.

Early parliamentary elections are an important part of public request for a full reset of government.

Let us be honest!

Current composition of this distinguished assembly does not match the mood of society. For it has changed significantly in 2012. A new way to live does not mean to ignore the will of the people.

To live freely means to freely use mother tongue.

I will be guided by Article 10 of the Constitution.

It defines the Ukrainian language as single state language, but guarantees free development of Russian and other languages.

The words "work", "peace", "salary", "pension", "scholarship" sound alike both in Russian and Ukrainian languages.

Availability of work is what enables a person to live comfortably.

So far, I got the greatest professional satisfaction from the creation of new jobs.

What can console a man more than work and decent salary for it?

Entrepreneurs must create new jobs. And the matter of President is to ensure conditions for nobody and nothing to interfere with work.

The state will appreciate the contribution of the employer and taxpayer in the economy and social sphere.

Providing people with work and decent salary is the first guarantee of internal peace and national security.

While economic management falls within the competence of free market or the Government, President as a guarantor of the Constitution is obliged to provide conditions for innovative economy and social justice.

Fair distribution of national wealth is an urgent demand of time.

But we must increase the national wealth before distributing it.

Ukraine has everything to ensure the European prosperity for people.

We can and want to live by our own labor; we are able to be creative and innovative.

We even learn not to be jealous of the success of our neighbor or colleague.

But we are still taking a backseat.

Why?

Because unlike us, European countries have built the economy of free competition. The economy of new ideas, business initiative, hard work, constant self-improvement.

It will be the same in Ukraine.

But we must eliminate corruption for this end.

We need a national anti-corruption pact between the government and the people.

It is simple: officials do not take and people do not give.

We won't be able to change the country unless we change ourselves, our attitude to our life and the life of the country.

Each of us shares the responsibility for the fact that Ukraine has come to a crisis state.

Someone considered it normal not to pay taxes.

Someone lived high at the cost of the state budget.

Someone voted and held rallies for money.

Someone received undeserved benefits and awards.

Together we destroyed the foundation of public trust, principles of law and social organization.

European choice of Ukraine - is the heart of our national ideal.

It is a choice made by our ancestors and prophets.

And what exactly do we have to do to live freely, to live comfortably, to live in peace and security?

It is written in the agreement on political association and free trade area with the EU.

Together we have contributed to this document. Now I dream to make it real, and for this end we need to sign the economic part of the agreement as soon as possible.

My pen is in my hands and as soon as the EU approves the respective decision, the signature of the President of Ukraine will appear in this fateful document.

We have no right to delay the signing of the economic part of the deal.

The same goes for the speedy introduction of visa-free regime with the EU for Ukraine. We have completed the first stage and we will manage to finish the second stage very quickly for Ukrainians to be able to travel without visas starting from January 2015.

As for the Association Agreement, we consider it as the first step towards full membership in the EU.

Nobody has the right to veto the European choice of Ukraine.

To recognize this means to pursue a policy of peace and tranquility in Ukraine.

But such policy failed in the thirties of the last century.

To implement our ambitious plans, we need not only peace and unity of the country, but also consolidation of all patriotic, pro-Ukrainian and pro-European forces.

We must always keep in mind the harsh lessons of the national liberation struggle of the seventeenth-twenties of the last century.

At that time, our politicians were not able to unite and resist aggression jointly.

Volodymyr Vynnychenko fought against Mykhailo Hrushevskyi, Symon Petliura fought against Pavlo Skoropadskyi. And Nestor Makhno fought against all.

Constant quarrels and conflicts among the prominent Ukrainians resulted in the loss of our independence.

Conclusions should be done not only with old archives, but also with recent events.

We must not repeat old mistakes and have to ensure coordinated work of the President, the Parliament and the Cabinet.

It's time to build a new big country. Modern, high-tech, tenable, competitive country.

Let us consider the experience of countries that have emerged on the political map only a few decades ago, but become leaders by choosing the development of intellect and modern technologies.

For the most valuable thing is not money, factories or companies, but "human capital" of Ukraine.

I have no doubt that we will overcome all difficulties, defend the territorial integrity of our country and provide peace and tranquility.

Nobody will turn us into slaves of criminals and bureaucracy, servants of the colonial power.

The whole world supports us. Over the past three days I was able to verify that.

The whole Ukraine and all Ukrainians worldwide united around the idea of independence, freedom, dignity, rule of law, European integration.

People has already had its say. In the course of the revolution. In the course of the resistance to the aggression. In the course of the elections. Now it is our turn, the turn of the government.

I extend hand of peace to those who voted for me and those who did not vote.

To everyone who will help establish peace, order and tranquility in Ukraine.

To everyone who believe in the European future of Ukraine.

We, the people that was isolated from its great European Homeland, are coming home.

Once and for all.

Peace be with us!

May God bless us!

Glory to Ukraine!
